About The Position

As a Part-Time Payroll Specialist, you will play a key role in ensuring the accurate and timely processing of the City's bi-weekly payroll. This position supports a wide range of payroll and compliance functions, including auditing timecards, managing payroll adjustments, and ensuring adherence to federal, state, and local regulations. You will also collaborate closely with HR, Finance, and external partners to maintain efficient payroll operations.

Requirements

  • Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a related field
  • Two to Four (2 – 4) years of payroll experience for an entity with at least one hundred employees
  • Or an equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job.
  • Strong knowledge of payroll laws, regulations, and compliance requirements
  • High level of accuracy and attention to detail
  • Advanced proficiency in Microsoft Excel and payroll systems
  • Ability to analyze data, reconcile discrepancies, and generate reports
  • Strong organizational and time management skills
  • Ability to handle confidential information with discretion
  • Effective communication and customer service skills

Nice To Haves

  • Four to Six (4-6) years of payroll experience for a local or county government entity with public safety (firefighters and police officers).
  • Four (4) or more years of experience in payroll using an automated payroll system for an entity with two hundred plus employees.
  • Experience with UKG, ADP, or similar ERP systems.
  • Certified Payroll Professional (CPP) – preferred

Responsibilities

  • Process and audit bi-weekly payroll to ensure accuracy and compliance
  • Review and reconcile employee timecards, earnings, and deductions
  • Manage payroll adjustments, including retroactive pay, bonuses, and off-cycle payments
  • Maintain and update payroll records, including tax withholdings and benefit deductions
  • Ensure compliance with FLSA, IRS regulations, and other applicable laws
  • Administer wage garnishments, levies, and other court-ordered deductions
  • Reconcile leave balances and year-to-date payroll records
  • Prepare payroll-related reports for internal use, auditors, and external agencies
  • Support W-2 and 1095-C processing and reporting requirements
  • Respond to employee payroll inquiries with professionalism and accuracy
  • Assist with payroll-related budget projections and special projects
  • Continuously evaluate payroll processes for efficiency and improvement
  • Other duties as assigned
