The Parks and Recreation Planning Supervisor – Planning, Design & Development Manager will lead and coordinate daily activities within the Virginia Beach Parks & Recreation Planning, Design & Development Division. This role is crucial in managing professional and technical staff responsible for development review, parks and recreation facility design, landscape design, and Capital Improvement Program (CIP) project management. The supervisor will ensure adherence to City standards and good design and construction practices while enhancing Virginia Beach’s park and recreation system.

  • Manage professional and technical staff responsible for development review, parks and recreation facility design, landscape design, and CIP project management.
  • Ensure adherence to City standards and good design and construction practices.
  • Investigate and resolve difficult technical development and operational problems.
  • Provide design support including cost estimates for capital building projects.
  • Supervise project management, design, and inspection activities on complex projects.
  • Perform conceptual design work for parks and recreation facilities.
  • Review, process, and manage complex master plans, site plans, studies, and other proposals.
  • Provide technical responses to user agencies and customers concerning specific projects.
  • Review and approve design, consulting, and construction contracts, expenditures, and policy reports related to capital projects.
  • Assist division administrator with the development, implementation, and coordination of strategic goals and objectives for the department.
  • Perform other job duties as required based on current workloads and department needs.
  • Strong leadership and management skills.
  • Ability to solve problems and hold team members accountable.
  • Experience in parks and recreation facility design and project management.
  • Knowledge of sustainable practices and environmental consciousness.
  • Excellent communication and interpersonal skills.
  • Experience with Capital Improvement Programs (CIP).
  • Familiarity with landscape design principles.
  • Background in public sector project management.
