This position requires the ability to work flexible scheduling including weekends, evenings, and holidays as well as outdoors, in all weather conditions. The Parking Enforcement Officer plays an integral role in the Parking Division's mission to provide safe, clean, legal, and available parking to the citizens of, and visitors to, the City of Monterey. SUMMARY: Under general supervision, to enforce parking regulations by patrolling the City and controlling the parking of motor vehicles; and to do related work as required. DISTINGUISHING CHARACTERISTICS: The Parking Enforcement Officer works under general direction of the Parking Enforcement Supervisor and may receive direction from other Senior positions in the division. It differs from the Senior Parking Enforcement Officer in that the latter performs the most difficult parking enforcement duties and provides work direction and training. The Parking Enforcement Officer exercises no supervision over subordinate staff. Examples of Duties ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following: * Control and monitor the parking of motor vehicles on city wharves, parking lots and in parking structures through an automated system or in person. * Use and troubleshoot an automated parking system to monitor parking facilities, respond to questions, and provide information to customers. * Answer incoming calls from intercom in a timely and professional manner. * Provide professional, caring, and timely customer service both verbally and in writing. * Log and maintain accurate records in hard-copy and digital formats. * Learn, explain and process City parking programs such as local programs, disabled placards, vouchers, and other similar programs. * Monitor automated parking system occupancy data, parking radio traffic, and safety surveillance equipment. * Report incidents and suspicious behavior and contact authorities when necessary. * Patrol parking facilities in a thorough manner to provide security presence for the public and facility. * Dispatch parking personnel and/or conduct equipment inspection and minor repair, safety and security inspections, customer service requests, and traffic control during high traffic volume occasions or events. * May issue citations for violations of parking regulations. * Maintain and complete necessary records in an automated system or in hard-copy. . * Notify the police department of abandoned vehicles and law enforcement problems. * May assist police with traffic control. * Appear in court on challenged citations. * Perform parking surveys as assigned. * Monitor conditions and supplies in restrooms. * Assist with litter cleaning in garage facilities; and other related duties as required. * Must be available and willing to work on weekends, holidays, evenings, nights and at irregular hours. * May assist in the training of fellow Parking Division staff. * Other administrative duties as assigned. * Support the relationship between the City of Monterey and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff. * Maintain confidentiality of work-related issues and City information. * Perform other job-related duties within the scope of this job classification as assigned. Typical Qualifications MINIMUM QUALIFICATIONS: Education: Graduation from high school or GED equivalent. Experience: One (1) year experience involving public contact and making independent decisions. Some experience involving the maintenance or repair of mechanical equipment is desirable. An equivalent combination of education and experience may be considered. LICENSE AND CERTIFICATION: * Must possess a valid California Driver's license upon appointment and be insurable with the City's standard insurance rate, unless otherwise approved by appointing authority. PHYSICAL DEMANDS AND WORKING ENVIRONMENT: Physical Demands * Standing & Walking - Standing for extended periods of time and/or walking distances (1 or more miles). * Sitting - Ability to work in a seated position at a computer station for extended periods of time. * Lifting - Ability to safely lift up to 30 pounds; use proper lifting techniques including bending at the knees. * Manual Dexterity - The ability to perform multiple work activities requiring a significant level of physical and mental coordination, such as accurate field measuring; repair and calibration of instruments; computer keyboard; writing. * Visual - Acuity for driving long periods; reading literature for long periods; industry warning signs and instruments; reading maps and diagrams, computer screen. * Hearing and Speech - Ability to communicate in person, before groups and over the telephone. * Mobility: Ability to operate a motor vehicle, and reach, push, pull, stoop, bend, and squat. * Reflexes - Ability to quickly and automatically respond to emergency and safety situations. Environmental Elements Employees work in a parking garage and/or outdoors with exposure to inclement weather, noise, and dust. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. This position requires the ability to work a flexible schedule including weekends, evenings, and holidays. DISASTER SERVICE WORKERS All City of Monterey employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency. This position is a Regular Part-time (RPT) position and is paid on an hourly basis rather than a semi-monthly basis. Retirement: CalPERS 2.7 % @ 55 with highest year formula is provided for current City of Monterey employees or new employees who were hired prior to January 1, 2013 and who are currently active or have been active within six months of the date of hire in the CalPERS retirement system. The employee retirement contribution for these employees is 11% and is deducted on a pre-tax basis. The retirement formula for new employees is 2% @ 62 with highest three year compensation. The employee retirement contribution is 7.75% and is deducted on a pre-tax basis. The City participates in the Medicare portion of Social Security. Health Plan Spending Fund: $674 per month provided to employees to purchase medical benefits for the employee and dependents through the PERS Health Plan Program. Regular Part-time employees who opt out of the City's medical plan receive $175 per month. Medical Insurance: Employee has option of purchasing medical insurance. Employees are able to pay premium though a pre-tax payroll deduction. Flexible Spending Account: The Section 125 Plan provides for an employee to set pre-tax dollars aside, through a payroll deduction, for reimbursement of health care and dependent care expenses. Employee Assistance Program: Fully paid for employee and eligible dependents. Short Term / Long Term Disability Plan: The City provides a Short Term/Long Term Disability Plan. City Recreation Program Fees: Resident Rates for City Recreation classes and programs for employees and immediate family household members. Fitness Pass: Fitness Pass Program available through the Sports Center. Fitness Activity Plan: Employees are eligible to participate in a Fitness Activity Plan where they work out off-duty in exchange for leave time accrued in a Fitness Leave bank. Each calendar year, a maximum of 30 hours can be accrued (7.5 hours a quarter) with a maximum of 60 hours allowed in the bank. The Fitness Leave bank does not have cash value, and time accrued has no expiration date. Sick Leave: Accrue 6 hours per month. Holidays: 14 paid days annually plus 1 floating holiday (6 hours per holiday).
