About The Position

This position performs inspectional and/or technical support work assuring compliance and enforcement of federal laws, regulations and guidelines, event monitoring, resource protection, coordination with event sponsors and site managers to ensure compliance with permitted activities and the documentation of event conditions. Requirements

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit, and at your own expense, all certified driving records from all States that discloses valid driver's licenses, whether current or past, possessed by you. Please indicate whether you possess a valid State driver's license.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.

  • To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: One year of specialized experience equivalent to at least the GS-04 level in the federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to perform the duties of this position. Specialized experience must include: 1) Assisting with administrative or operational tasks related to public events or permitting, 2) Responding to routine inquiries; 3) Providing basic information about regulations or procedures; and 4) Documenting observations during field activities under close supervision. You must include hours per week worked. OR- A 4 year course of study above high school leading to a bachelor's degree with 24 semester hours of related coursework in subjects such as: natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours. You must include transcript. OR- Equivalent combination of experience and education that, together, equal 100% of the qualification standards listed above when combined. For example, 6 months of specialized experience (50% of the experience requirements for this position and grade level) combined with two full years of education as outlined above (50% of the education required to qualify), which included at least 12 semester hours of related coursework as specified (50% of the directly-related courses required). You must include transcript.
  • To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience must include: 1) Independently reviewing and processing permit applications for public events; 2) coordinating logistics with internal staff or external partners, and resolving routine conflicts or questions related to compliance with regulations; and, 3) Drafting permit conditions and monitoring events for adherence to safety and resource protection standards. You must include hours per week worked. OR- You must possess one full academic year of graduate education related to the occupation (one year of full-time graduate education is defined as 18 semester hours). Acceptable areas of study include those cited in the GS-05 education statement above. OR- Equivalent combination of experience and education that, together, equal 100% of the qualification standards listed above when combined. For example, have 6 months of the specialized experience described in A above (50% of the experience requirement), and one-half year (9 semester hours or 14 quarter hours) of directly-related graduate level college study in an accredited institution (50% of the qualifying education).You must include transcript.
  • To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience must include: 1) Leading coordination for complex or high-profile permitted events, 2) Resolving conflicts among stakeholders and providing technical guidance on permit conditions and compliance strategies; 3) Conducting site inspections, writing analytical compliance reports; and, 4) Recommending program or policy improvements based on field observations. You must include hours per week worked. OR- EDUCATION: Successful completion of at least 2 full academic years of progressively higher-level graduate education or master's or equivalent graduate degree related to the occupation. Studies include natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. You must include transcripts. OR- COMBINATION: Successful completion of a combination of education and experience as described above. Combination of education and experience; which total to 100% when combined. Calculate your education and experience percentages by determining what percentage of the required amounts you possess. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. For example, 3 months of experience would be 25% of the required 12 months. 27 semester hours of graduate education out of the 36 required, would meet 50% of the 18 semester hours beyond what's required of the GS-07 grade level. You must include transcripts.
  • You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
  • Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities

  • Provide technical assistance and customer service to permits applicants, contractors, and the public by explaining special use regulations, guiding them through application procedures, and resolving routine inquiries or concerns.
  • Review and process special use permits application, draft permit conditions, and coordinate with internal and external stakeholders to ensure permitted activities comply with park policies, safety standards, and resource protection requirements.
  • Monitor permitted events through site inspections and field presence to ensure compliance with permit terms, safety protocols, and environmental standards, document findings through written reports, and recommend corrective actions when necessary.
  • Collaborate with interagency partners (e.g. US. Park Police, Secret Service, Metropolitan Police, Smithsonian) to coordinate logistics, public safety, and operational planning for permitted events, ensuring alignment with federal regulations and stakeholder expectations.
