About The Position

The Park Planning and Development Manager is responsible for overseeing the Parks Planning and Development Division within the Parks, Recreation, and Community Services Department of the City of Kent. This role involves managing public works projects, supervising staff, and ensuring the effective planning and development of parks and trails that enhance the quality of life for Kent residents and visitors. The position requires strong project management skills, experience in securing grants, and the ability to lead a team effectively.

Requirements

  • Bachelor's degree in Parks Administration, Urban or Regional Planning, Landscape Architecture, or related field.
  • Four (4) years of experience in park planning and construction project management.
  • At least one (1) year of supervisory experience.
  • Knowledge of planning principles, regulations, and techniques related to parks projects.
  • Skilled in project management and grant writing.

Responsibilities

  • Supervise assigned staff, including hiring, training, and performance evaluation.
  • Plan, coordinate, and manage short and long-term Capital Improvement Projects.
  • Provide technical assistance to staff on complex problems and resolve conflicts.
  • Negotiate, prepare, implement, and administer consultant and construction contracts.
  • Manage the department's internal services for Geographic Information System (GIS).
  • Prepare and oversee various grants for park and open space acquisition and development.
  • Represent the City in presentations to officials and the public regarding project priorities and modifications.
  • Coordinate with other City departments on strategic planning efforts.
  • Manage landscape, public space, and park elements in cross-departmental projects.
