About The Position

Transdev in Portland, Oregon is hiring a Scheduler to work with us building, optimizing, and validating the daily service plan for the TriMet LIFT paratransit program. We are seeking friendly, customer service-oriented people who are dedicated to safety. Transdev is proud to offer: Non-CBA Position: Competitive compensation package starting at a minimum of $27.01 ($56,181) and reaching a maximum of $31.51 ($65,541) in three (3) years. KEY RESPONSIBILITIES: POSITION SUMMARY Serve as an advanced operational role responsible for building, optimizing, and validating the daily service plan for the TriMet LIFT paratransit program. Construct compliant and efficient daily manifests using Trapeze PASS tools while balancing ADA requirements, TriMet policy, labor rules, and real‑world operating conditions. Support safe, reliable, and cost‑effective service delivery, including emergency schedule reconstruction and Code Red operations. DAILY SCHEDULING & MANIFEST DEVELOPMENT Build and finalize daily manifests using Trapeze PASS automated and manual scheduling functions. Ensure trips are assigned and manifests are complete prior to required cut‑off times. Sequence trips to reduce deadhead, reduce paid non‑revenue time, and maximize shared‑ride efficiency. Ensure trips comply with ADA pickup windows, shared‑ride rules, and eligibility constraints. Integrate subscription trips, facility schedules, and demand patterns into daily routing. Audit routes for safe travel times, accurate addresses, and facility access constraints. LABOR, HOURS OF SERVICE & REGULATORY COMPLIANCE Ensure schedules comply with BOLI meal and rest break requirements. Validate FTA Hours of Service limitations and required rest periods between shifts. Ensure compliance with labor agreement rules related to shift length, split shifts, and assignments. Identify and correct illegal shifts, break violations, or Hours of Service risks. SUBSCRIPTION, TEMPLATE & GROUP TRIP MANAGEMENT Manage and audit subscription trips to ensure accuracy, efficiency, and compliance. Maintain and refine template routes based on changing demand and facility schedules. Coordinate and safely schedule group trips and large trip generators. Recommend restructuring subscriptions or template routes to improve efficiency. SUPPLEMENTAL PROVIDER MANAGEMENT Assign trips to supplemental providers based on vehicle needs, trip type, service area, and contractual rules. Balance cost, performance, and capacity across providers (e.g., Broadway Cab, UZURV, Uber, Big Star, and others). Ensure supplemental assignments comply with ADA requirements, TriMet policy, and safety standards. Adjust assignments dynamically to manage demand and system constraints. EMERGENCY OPERATIONS & CODE RED RESPONSE Rebuild or modify schedules during weather events, emergencies, or Code Red service levels. Apply TriMet Code Red prioritization rules, including essential medical trips and adjusted travel times. Adapt routing for snow, ice, flooding, smoke, extreme heat, or road closures. Coordinate with Dispatch, Road Supervision, TriMet OCC/Security, and Operations Leadership during emergencies. Document emergency scheduling decisions for audit and TriMet reporting. Develop and maintain emergency schedule templates for rapid deployment. CONTINUOUS OPTIMIZATION & SYSTEM IMPROVEMENT Identify inefficiencies and adjust routing to reduce deadhead, travel time, and capacity imbalance. Use AVL data, Trapeze analytics, and field feedback to refine scheduling assumptions. Recommend long‑term improvements to routing, run‑cutting, and service design. Participate in special projects, system upgrades, and process redesign initiatives. CROSS‑DEPARTMENT COORDINATION & PROBLEM SOLVING Work closely with Reservations to prevent avoidable scheduling conflicts. Collaborate with Dispatch to validate routability and real-time service conditions. Coordinate with Road Supervisors to confirm safe access and routing. Communicate proactively with leadership regarding service risks or constraints. DATA INTEGRITY & DOCUMENTATION Maintain accurate scheduling records, provider assignments, and subscription logs. Ensure data integrity across trips, locations, and customer records. Document exceptions and scheduling decisions for audit trails. Prepare reports on efficiency, service hours, mileage, and on‑time performance.

Requirements

  • High school diploma or GED required.
  • One year of scheduling, transit operations, reservations, or related experience preferred.
  • Ability to work under strict deadlines with high accuracy.
  • Subject to DOT drug testing and physical if applicable. DOT Regulation 49 CFR Part 40 does not authorize the use of Schedule I drugs, including cannabis, for any reason.
  • Ability to read, comprehend and understand maps and navigational data.
  • Ability to read, understand, interpret, and explain transit system operating rules, regulations, policies, phases, and routes.
  • Ability to communicate clearly and concisely both verbally and in writing including working with individuals with disabilities or other communication challenges.
  • Excellent computer skills and ability to learn advanced computer aided scheduling systems.
  • Basic math, writing, and computer skills.
  • Ability to communicate via telephone with clear speech and a pleasant phone manner.
  • Must be able to work shifts or flexible work schedules as needed.
  • 100% of work is accomplished indoors and in air-conditioned or well-ventilated facilities.
  • Office‑based scheduling environment with extensive computer use and time‑sensitive deadlines.
  • Sit for extended periods (up to 6–8 hours per day)
  • Requires sustained concentration, analytical thinking, and rapid problem solving.
  • May require emergency schedule reconstruction outside normal workflows.
  • Work is accomplished in an office or in a cubicle space equipped with a telephone and computer.
  • The employee is generally subjected to long periods spent sitting, typing, or looking at a computer.
  • Must be able to work in a high-volume work environment near and around others talking in person or on the phone.
  • Must submit to drug testing and a background check.
  • Be eligible to work in the United States without requiring sponsorship now or in the future (if based in the U.S.).
  • Successfully pass a pre-employment drug screen.

  • Experience with Trapeze PASS preferred.
  • Knowledge of TriMet LIFT service area and Portland metro geography preferred.
  • Bilingual preferred.
