About The Position

The City of Salem is seeking to fill two Management Analyst I positions in the Fire Department. This position is ideal for a highly motivated individual experienced with analytical problem solving, coordinating administrative functions of a division, project, or program, and exceptional customer service skills. The Paramedic Analyst is responsible for analyzing and interpreting data related to EMS operations, patient care, and performance metrics. This role involves collecting and analyzing data, generating reports, and providing insights to support decision-making and improve the effectiveness of EMS services. The Paramedic Analyst will work closely with EMS leadership and staff to identify trends, evaluate performance, and enhance operational efficiency.

Requirements

  • Must pass the pre-employment background check.
  • Must have an Oregon Driver license and meet the City of Salem's driving standards.
  • Bachelor's degree from an accredited college or university in public administration, business administration or a related field.
  • Three years of experience in a related field, or any combination of experience and training which provides the required knowledge, skills, and abilities to perform the essential functions of the class.
  • Must pass criminal background check necessary to obtain Criminal Justice Information System clearance and Law Enforcement Data System certification within 30 days of hire.

Nice To Haves

  • Certifications: Paramedic, Registered Nurse (RN), or Certified Health Data Analyst (CHDA).
  • Prior experience in EMS or healthcare data analysis, including the use of EMS performance metrics and electronic health records (EHR).
  • Advanced coursework or degrees in healthcare, public administration, or a related field.
  • Proficiency in analytics tools like Tableau, R, Python, or SQL.
  • Familiarity with EMS protocols, operational workflows, and quality improvement practices.

Responsibilities

  • Collect, analyze, and interpret data to support the improvement of emergency medical services (EMS) operations and patient care outcomes.
  • Compile data from various sources, such as electronic health records (EHR), patient care reports, and operational metrics.
  • Prepare detailed reports and visualizations for EMS leadership, evaluating performance metrics such as response times, patient outcomes, and resource utilization.
  • Support quality improvement initiatives by providing data-driven insights and collaborating with EMS staff to implement recommended changes.
  • Ensure data accuracy and integrity, optimizing data collection processes, and maintaining compliance with relevant regulations and standards.
  • Provide training and support to EMS personnel on data collection procedures and tools.
  • Stay informed about industry trends and regulatory updates to guide best practices in data management and analysis.
