The individual will work under the direct supervision of the Deputy City Attorney for the civil division of the Bloomington City Attorney's Office, handling the most complex of the support services needed for legal matters in the civil division. The position primarily assists in the litigation of civil cases, administrative hearings, contract and document review management, legal research, and furnishing paralegal services to the civil division.   • Prepare, file, and arrange for service of legal documents, such as warning letters, enforcement actions, motions, pleadings, affidavits, court orders, stipulations, memoranda, and subpoenas

  • Working knowledge of the Minnesota Rules of Civil Procedure, Civil Appellate Procedure, Rules of Evidence, and Administrative Procedure Act
  • Ability to perform and coordinate legal research on Westlaw
  • Ability to perform records checks in MNCIS and DVS
  • Ability to prioritize and work under competing deadlines
  • Ability to carry and lift file folders
  • Paralegal degree from an accredited college or university; OR four-year degree from an accredited college or university AND a certificate from an accredited paralegal certification program; OR a two-year degree from an accredited community, business, or technical college with the paralegal certificate AND two additional years of experience performing paralegal or comparable work
  • Two years work experience performing paralegal or comparable work
  • A valid Minnesota driver's license and a reliable source of personal transportation
  • Excellent writing and communication skills in the English language, including superior editorial, proofreading skills and the ability to analyze legal documents for accuracy
  • Excellent computer skills, including experience or the ability to proficiently create merge forms and use Windows 365, Docusign, Microsoft Excel, PowerPoint, and Word
  • Working knowledge of the Minnesota Government Data Practices Act and data classification
  • Working knowledge of the Minnesota Official Records Act
  • Ability to accurately cite legal authorities through a recognized form of uniform system of citation
  • Experience working SharePoint, Workflow management software, Laserfiche or Document Management Systems, PEAK, and JustFOIA software programs
  • Experience with the Minnesota Rules of Civil Procedure, e-filing, and e-serving legal documents
  • Experience with civil or administrative legal proceedings
  • Ability to speak a second language, in addition to English that has a recognized presence in the community. (Spanish, Somali, Vietnamese, Chinese Mandarin, Cambodian, etc.)
