This position is in General Counsel, Department of Motor Vehicles (DMV) Headquarters in Blythewood, S.C. The grant period is through September 30, 2026, with possibility of extension.

Requirements

  • A high school diploma and experience in providing administrative support for an attorney(s) or a legal office.
  • Must be SC Notary Public or successfully obtain Notary within 6 months.
  • Proficient with Microsoft Word, Excel, PowerPoint, and office machine operations.
  • Must possess strong business grammar skills, computer literacy, and type at a corrected rate of 40 wpm.
  • Ability to interpret and apply law, regulations, policies, and procedures.
  • Ability to prioritize and schedule tasks to meet time-sensitive requirements.
  • Demonstrates concise and effective oral and written communication skills.
  • Responsible for development of records management and databases.
  • Ability to maintain confidentiality.
  • Knowledge of SC laws, Rules of Court, legal terminology, and courts administration preferred.
  • Under general supervision of the Senior Paralegal, performs a variety of routine, specialized duties and coordinates case management of administrative and appellate actions related to CDL grant cases.
  • Time management and organizational skills are essential.
  • Must be able to work independently, take initiative, and exercise judgment.
  • May require limited travel for court purposes.
  • May be required to work extended hours outside the normal scheduled work week to meet time-sensitive requirements.
  • Must be able to bend and lift. May require sitting for prolonged time at computer terminal.
  • The grant period is through September 30, 2026, with possibility of extension.

Nice To Haves

  • A high school diploma plus three (3) years related work experience or an equivalent combination of education, training and administrative experience.
  • An associate degree or Paralegal Certificate may be substituted for two (2) years related work experience.

Responsibilities

  • On at least a weekly basis identify new implied consent cases involving CDL and CLP holders or CMVs that have been filed with the Office of Motor Vehicle Hearings (OMVH) (CDL grant cases).
  • Ensure Notices of Appearance are filed with the OMVH as quickly as possible after identifying a CDL grant case.
  • Calendar all OMVH contested case hearings for CDL grant cases and promptly prepare drafts of motions for continuance when conflicting hearing dates are discovered.
  • Develop, create, prepare, process, monitor, track, and maintain: CDL grant case tracking log, files, records, and databases of OMVH and Administrative Law Court (ALC) files related to CDL cases; Monitor the joint email box daily for activity and processing of CDL grant cases.
  • Draft subpoenas for witnesses and documentary evidence for CDL grant cases. File copies of subpoenas and returns to subpoenas with the OMVH.
  • Assist with hearing preparation, witness preparation, and preparation of exhibits as needed to support the CDL grant cases, including following up as needed with witnesses regarding subpoenas for testimony and evidence.
  • Maintain the organization of the CDL grant case files; close files and send necessary documents to the DMV's document management system. Process incoming CDL grant case mail daily, including reviewing, scanning, responding, filing, and routing as appropriate.
  • Ensure CDL Grant Attorney receives all decisions issued by the OMVH for review and processing within two business days of issuance from the OMVH.
  • Respond to internal and external customer service delivery inquiries related to CDL grant cases from the public, attorneys, legislators, DMV Branch Offices and other DMV units, sister agencies, law enforcement, and courts.
  • Gather and track data on core duties related to CDL grant attorney and CDL grant paralegal's duties for grant status reports.
  • Perform other duties as assigned in support of the CDL grant attorney and the CDL grant cases.
