The Printer as a Service (PaaS) Baseline Project Manager will guide the team responsible for developing the technical baseline that will inform the agency’s future consolidation of printing services into the IT division. This role coordinates key foundational initiatives, including the baseline rollout, PKI and SNMPv3 implementation, queue standardization efforts, and site-by-site cutovers—while also supporting WPP and SNMP deprecation activities. The Project Manager ensures alignment across workstreams, contributes to defining printer technical standards, and supports the integration of essential security and monitoring technologies. Working closely with government stakeholders and the Endpoint Engineering Lead, this role clarifies priorities, identifies risks, manages project timelines, and delivers structured, actionable reporting to support informed decision-making. The ideal candidate brings strong organizational discipline, exceptional cross-team coordination skills, and the ability to translate complex technical direction into structured, executable plans that support high-quality baseline development. This position can be performed remotely within the United States and will support Eastern Time working hours.

Requirements

  • Bachelor’s degree in Engineering, Computer Science, Systems, Business or related scientific /technical discipline; and 10 years of professional experience.
  • An additional 10 years of relevant experience may be substituted for the degree requirement for a total of 20+ years of relevant experience.
  • Proven experience leading Endpoint Engineering teams, including direct oversight of large, cross-functional teams in enterprise environments.
  • Ability to collaborate with Solution Architects and stakeholders to translate technical direction into practical roadmaps, drive complex solution engagements, and deliver scalable, actionable outcomes.
  • Extensive experience in endpoint engineering across Windows, macOS, and mobile ecosystems, with deep knowledge of modern UEM platforms such as Microsoft Intune, JAMF, and other MDM/EMM solutions, including full endpoint lifecycle management (provisioning, configuration, patching, compliance, and retirement).
  • Deep familiarity with federal security frameworks and compliance requirements, including NIST 800-53, NIST 800-171, DISA STIGs, and enterprise system hardening standards.
  • Demonstrated experience designing and supporting secure print environments and baseline initiatives, including PKI, SNMPv3, standardized queues, asset discovery, configuration standardization, dependency mapping, and cloud-based print architectures.
  • Proficiency in scripting and automation using PowerShell, Python, Bash, or similar technologies to support scalable endpoint and print management operations.
  • Experience working within or supporting Printer as a Service (PaaS) or Managed Print Services (MPS) models, including exposure to cost modeling, service design, and enterprise SLA frameworks.
  • Strong ability to operate in complex, multi-stakeholder environments, with excellent communication skills and the ability to convey technical concepts in a clear, leadership-ready manner.

  • Relevant certifications such as Microsoft 365 (Endpoint Administrator or equivalent), CompTIA (Security+, Network+), or vendor-specific managed print certifications (e.g., HP, Xerox, Lexmark) are preferred.

Responsibilities

  • Establish and maintain governance structures for the Printer Baseline program, ensuring consistent reporting, decision‑making, and visibility across all discovery and analysis workstreams.
  • Ensure the baseline efforts remain fully aligned to federal stakeholder priorities, contractual requirements, security mandates, and long‑term Endpoint Engineering objectives.
  • Translate strategic direction from leadership into actionable guidance for team members conducting asset discovery, requirements definition, configuration analysis, and future‑state design activities.
  • Oversee the overall health of the baseline program, ensuring risks, dependencies, timelines, and resource needs are identified, integrated, and managed holistically across technical, operational, and security domains.
  • Direct and coordinate the identification and documentation of all in‑scope print assets, configurations, integrations, dependencies, service obligations, and performance requirements to establish a comprehensive and authoritative printer baseline.
  • Facilitate formal review and validation of the completed baseline with VA leadership to ensure accuracy, completeness, and alignment with enterprise architecture and Endpoint Engineering strategy.
  • Maintain and update the approved printer baseline to support secure configurations and ensure ongoing compliance with enterprise standards, including NIST guidelines, DISA STIGs, and approved enterprise ports and protocols.
  • Establish and maintain printer security baseline standards aligned with agency policies, ensuring these standards are fully integrated into ongoing configuration management and engineering processes.
  • Coordinate cross-functional activities and rely on a designated technical subject matter expert to validate that all engineering, configuration, and security details within the printer baseline are complete, accurate, and aligned with agency standards.
  • Facilitate collaboration between project team members and technical SMEs to ensure all technical components of the printer baseline are fully analyzed, documented, and incorporated into program deliverables and future‑state designs.
  • Work jointly to ensure that any technical changes, new requirements, or emerging risks within the baseline program are assessed for budgetary impact and prioritized appropriately within the broader Endpoint Engineering portfolio.
  • Coordinate dependencies across related technical workstreams, including Endpoint Engineering, Printer Services, and supporting infrastructure teams.
  • Ensure alignment of priorities across PMs, engineering leads, and federal partners to avoid bottlenecks or conflicting efforts.
  • Lead cross-project planning, milestone integration, and program-level cadence reviews.
  • Serve as the escalation point for issues or barriers that cannot be resolved at the project level.
  • Serve as the primary point of contact for executive leadership, government stakeholders, and contractual partners.
  • Deliver clear, comprehensive program updates that synthesize information from multiple projects into leadership-ready insights.
  • Highlight program-level risks, emerging issues, and strategic considerations requiring leadership input or action.
  • Advocate for program needs, resources, and decisions that impact long-term service outcomes.
  • Establish and maintain standardized frameworks, templates, and operational models used across all projects under the program.
  • Guide PMs in adopting best practices for governance, risk management, documentation, and communication.
  • Identify opportunities for service maturity, process standardization, and operational efficiency across the program.
  • Ensure consistent documentation and knowledge management practices are upheld across teams.
