About The Position

The Finance Division at the NYC Health Department has central responsibility and authority for all the finance, contracting, procurement, payroll, and revenue functions of the agency. Finance helps to ensure that programs and operations have the information, analysis, funding, and capacity to deliver critical services effectively and meet the NYC Health Department's public health and racial equity objectives. Finance is organized into five bureaus, each led by an Assistant Commissioner: Bureau of the Agency Chief Contracting Officer; Bureau of Budget; Bureau of the Controller; Bureau of Finance Administration and Planning; and Bureau of Revenue.

Requirements

  • Open to candidates who are permanent in the civil service title of Administrative Contract Specialist or the comparable civil service titles of Administrative Procurement Analyst and Administrative Staff Analyst. Due to active promotional list, only internal DOHMH employees may be considered for Administrative Staff Analyst.
  • A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or
  • A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or
  • A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.

Responsibilities

  • Ensuring that Cardholders adhere to agency and City p-card policies. Actively and regularly review the agency's p-card policy and recommend changes and updates as appropriate.
  • Creating and maintaining comprehensive p-card files and fully comply with any audit requests.
  • Serve as a liaison with the DCAS Citywide P-Card Administrator and their staff.
  • Coordinate new card request, relinquishments and special requests.
  • Ensure that individuals nominated for new cards have the requisite background to hold a P-Card.
  • Orient new cardholders to proper procedures and conducting regular trainings in the appropriate use of P-Card.
  • Monitor P-Card transactions daily to ensure users' compliance with agency and City P-Card policies.
  • Contact cardholders with questions or issues regarding card usage and make appropriate recommendations.
  • Providing technical assistance to cardholders and their approvers and supervisors to facilitate appropriate oversight approvals and clearances.
  • Identify challenges and solutions on P-Card; corresponding with program and ACCO Senior Staff for rapid resolution.
  • Participate in meetings concerning P-Card, providing accurate status of the agency's P-Card program.
  • Promote increased utilization of City-Certified MWBE Vendors and assist in the achievement of other initiatives related to the agency's P-Card program.
  • Perform special projects and related work as required.
