About The Position

Under general direction of the Public Service Administrator, in the Central Overpayment Unit, Bureau of Collections, Office of Fiscal Services, serves as Overpayment Field Support Unit B Coordinator. Plans, organizes, controls and evaluates statewide program operations directing the process of recovery planning and establishment; monitor and evaluate Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance For Needy Families (TANF), Assistance to the Aged, Blind and Disabled (AABD) Cash and Victims of Trafficking, Torture and Serious Crimes (VTTC) recovery overpayment packets. Determines needs for recovery operations. Identifies and analyzes key potential recovery issues/activities and develops resolutions and state operating procedures in compliance with policy, state and federal rules and regulations. Acts as liaison with the Attorney General's Office, Local Offices and Central Office staff, and the SNAP Fraud Unit regarding establishment of overpayments and related recovery activities. Verifies compliance with Federal and State regulations for the establishment of claims.

Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
  • Requires two (2) years of responsible administrative experience in a public or business organization.
  • Of the two (2) years of responsible administrative experience, requires two (2) years of experience processing overpayments and maintaining accounts receivable in an accounts receivable system, such as the Integrated Eligibility System, the Comptroller's System and/or the Federal Offset System which includes one (1) year of supervisory experience in quality control or a related area within a public or business organization.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

  • Two (2) years of experience processing overpayments and maintaining accounts receivable in an accounts receivable system, such as the Integrated Eligibility System, the Comptroller's System and/or the Federal Offset system which includes one year of supervisory experience in quality control or a related area within a public or business organization.
  • Two (2) years of professional experience directing staff activities in developing, organizing and implementing plans for small claims collection for a public or private organization.
  • Two (2) years of professional experience interpreting program policy for a public or private organization.
  • Two (2) years of professional experience negotiating settlements for a public or private organization.
  • Two (2) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking, prioritizing and tracking the progress of multiple projects.
  • Two (2) years of experience working with computer programs such as Microsoft Office, Excel and Word (or equivalents) software relative to utilizing Accounts Receivable System and reports.

Responsibilities

  • Serves as Overpayment Field Support Unit B Coordinator.
  • Serves as a working supervisor.
  • Plans, organizes, and directs staff activities in developing, organizing, and implementing plans for small claims collection to be undertaken at the local level.
  • Interprets Department and program policy for staff, clients, and their attorneys.
  • Organizes, develops, and evaluates plans for referral of administrative support cases.
  • Confirms with manager regarding integration of program policy and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
