BASIC JOB FUNCTION Provide advanced technical leadership for the Cyber-Resilience Practice. Lead, mentor and manage technical teams, lead complex projects, and interface directly with clients to envision and deliver innovative, mission-critical solutions for water and wastewater utilities. TYPICAL OTCR PROJECTS SCADA Design, Master Planning, and Implementation Cybersecurity assessment, planning, and implementation Resilient network architecture design and implementation Risk and Resilience Assessments (RRAs) Emergency Response Plans (ERPs) Facilitate Tabletop Exercises such as A Day Without SCADA® Cyber-informed Engineering Assessments

Requirements

  • Bachelor’s degree in Computer Science, Systems Engineering, Electrical Engineering, Information Technology, or equivalent
  • 10-25 years of relevant experience
  • Excellent communications and analytical skills

Nice To Haves

  • Experience with SCADA systems, PLC programming, or industrial control systems
  • Certifications such as CISSP, GICSP, or ISA/IEC 62443
  • Experience conducting or leading CCE or CIE assessments

Responsibilities

  • Lead and execute complex OTCR programs and projects, ensuring technical excellence, adherence to budgets, and timely delivery.
  • Real world application of Cyber-informed Engineering (CIE) principles and Consequence-driven, Cyber-informed Engineering (CCE) assessments to evaluate and reduce the consequences of cyber-attacks on critical infrastructure.
  • Perform quality assurance and quality control (QA/QC) of work products prior to delivery to clients.
  • Project design and implementation in compliance with regulatory frameworks such as the Safe Drinking Water Act (SDWA) §1433, NIST Cybersecurity Framework, and other applicable standards.
  • Serve as the primary technical point of contact for clients, leading project meetings and fostering long-term relationships.
  • Prepare and review proposals, scopes of work, and fee estimates; lead business development efforts.
  • Represent West Yost at industry conferences, workshops, and within professional organizations.
  • Manage and mentor a team of technical staff, providing guidance on workload management and career development.
  • Delegate tasks and responsibilities to project teams, ensuring alignment with project goals and timelines.
  • Provide training and professional development opportunities for junior and mid-level staff.
  • Contribute to the development and implementation of company-wide strategic initiatives.
  • Stay abreast of emerging technologies and industry trends, integrating innovative solutions into practice areas.
  • Support the advancement of industry standards and best practices through research, publications, and thought leadership.
  • Prepare technically accurate documents as independently as possible, while adhering to project scopes and budgets
  • Supervise diverse project teams and provide meaningful technical guidance and mentoring to lower-level staff
  • Perform field investigations and construction monitoring
  • Preparation of reports and other client deliverables
  • Oversee the safe execution of all phases of projects to meet the client's objectives as well as company goals for revenue generation and profitability
