About The Position

The Program Director directs and leads the Department of War (DOW) Other Transaction Authority (OTA) Program. The Program Director will work directly with military, industry, commercial, and academic stakeholders to help streamline acquisition solutions for DOW needs and help facilitate their successful completion. The Program Director will be the key enabler of the OT program and must be able to skillfully straddle the line between non-traditional DOW acquisition areas and the commercial innovation sectors. The Program Director is responsible for the overall execution and performance of the program. They will work directly with government customers and collaborate with internal staff to launch new research and prototyping acquisition efforts, manage ongoing projects, and identify new project opportunities aligned with program objectives.

Requirements

  • Bachelor’s Degree in IT, engineering, management, or related field
  • Active TS/SCI clearance
  • 15+ years of successful experience managing complex government programs, preferably in the defense sector preferably in microelectronics, strategic & spectrum missions, and other critical mission areas.
  • 10+ years of managing a team required.
  • Experience engaging with U.S. Military stakeholders at the SES level.
  • Direct experience with Other Transaction agreements (10 U.S. Code § 4021 & 4022).
  • Demonstrated ability to manage complex programs while working in coordination with senior leadership on strategic direction.
  • Strong propensity for a strategy mindset, thought leadership, and taking initiative.
  • Strong analytical, communication, collaboration, problem-solving skills with the ability to adapt quickly and engage proactively
  • Strong proficiency with Microsoft Office suite (e.g., Word, PowerPoint, Excel, SharePoint)

Nice To Haves

  • Direct experience working with OTA Consortia
  • Strong relationships and familiarity with relevant DOW stakeholders
  • Experience managing technical consortia or coordinating project execution between multiple organizations
  • Experience or desire for thought leadership or strategy development aligned with organizational mission, vision, and objectives
  • Demonstrated knowledge of the PPBE process, DOW organizational structure, budgeting processes, OUSW coordination, and communication protocols, and ability to navigate organizational engagements

Responsibilities

  • Program Leadership and Execution
  • Organize and oversee acquisition projects to bring the full suite of NSTXL services to bear for clients
  • Work with government clients and commercial/academia innovators to ensure successful prototype completion in conjunction with other staff.
  • Maintain accurate records on all activities related to the program.
  • Ensure program execution aligns with defined objectives, timelines, and customer expectations.
  • Growth and Strategic Development
  • Identify and secure new projects to the OTA via outreach and one-on-one meetings with government offices.
  • Suggest new offerings, services, and value-added enhancements to the program.
  • Create a curated outreach plan that continuously identifies innovators and activities aligned to program scope.
  • Infuse innovation philosophies into the OTA framework and processes.
  • Support program growth by identifying opportunities and contributing to strategic discussions with leadership.
  • Stakeholder Engagement and Representation
  • Actively and consistently engage with key stakeholders to maximize industry participation within the consortium community (private sector, academia, and government).
  • Represent the program at commercial and government conferences.
  • Prepare program reports, briefings, and after-action reports.
  • Maintain strong relationships with government stakeholders and consortium members to drive participation and program success.
  • Team Leadership and Oversight
  • Lead and manage the dedicated program support team.
  • Provide direction, accountability, and ongoing development for program staff to ensure effective execution and alignment with program goals.
