About The Position

SMX is seeking an OSINT Policy Subject Matter Expert (SME) to support our client by executing the OSINT Enterprise Strategy and guiding the development and implementation of OSINT policy, guidance, and mission management frameworks. The ideal candidate will possess a deep expertise in OSINT policy, governance, and operational integration to assist government stakeholders in shaping and aligning the Command’s open-source capabilities with strategic objectives. This position requires a DoD TS/SCI security clearance which requires US citizenship for work on DoD contracts. Application Deadline: January 19, 2025

Requirements

  • Required clearance: TS/SCI
  • Minimum of eight (8) years of total experience as an OSINT analyst within the DoD or the Intelligence Community
  • High level of proficiency in the open-source intelligence discipline and subsequently, the intelligence cycle
  • High level of proficiency in Microsoft Office Suites and SharePoint
  • Advanced experience and understanding to include but is not limited to commercially Acquired Information (CAI), Collateral Telemetry Data (CTD), and Security Classification Guidance
  • Advanced proficiency with the current suite of available specific OSINT/PAI tools, databases, and repositories, as well as OSINT research and methodology, and a strong understanding of the digital information environment (including social media, the internet, commercially available data, and deep/dark web data sources)
  • Advanced understanding of OSINT/PAI authorities, regulations, and policy
  • Superior written communications skills
  • Superior verbal briefing skills, with demonstrated history of briefing at the O5/GS14 level or above
  • Deep understanding and experience within the USSOCOM Enterprise preferred
  • US citizenship for work on DoD contracts

Responsibilities

  • Execute the approved OSINT Enterprise Strategy, including assembling initial recommendations for guidance documents, maintaining awareness of OSINT-related policy, regulation, developing, maintaining, and updating the web-based OSINT Mission Management portals and managing the OSINT partnerships and engagement strategy
  • Provide support to government action officers during the development, drafting, and staffing approval of OSINT Operational Guidance Specifically, track all requested reviews, updates, and changes
  • Keep a repository of reference documents relevant to the guidance development
  • Provide initial draft recommendations for government action officers to work from when finalizing the official government position
  • Provide expertise necessary to review all OSINT-related policy, guidance, or regulations to identify required updates and changes to processes, procedures, and operations
  • Provide informal and formal written assessments of the major changes and the projected impacts to the Command
  • Assist in briefing Division, Directorate, and Command level leaders during information briefs and decision briefs
  • Design, create, modify and update all OSINT Mission Manager portals for the Command OSINT Enterprise
  • The OSINT SME will ensure maximum visibility of OSINT foundational knowledge by maintaining portals on unclassified and classified networks
