About The Position

Human Resources Solutions (HRS) supports the human resources needs of the Department of Social Services, the Human Resources Administration, and the Department of Homeless Services through strategic partnership and collaboration, with the goal of creating an inclusive, motivated, and client centered workforce. We are seeking a highly capable organizational development specialist to contribute expertise to our development initiatives. The Organizational Development Specialist will be evaluating our business structures, advising management on the allocation of personnel and resources, and facilitating cost-effective and efficient procedures. To ensure success as an Organizational Development Specialist, you should exhibit extensive experience as a development specialist in a related industry and the ability to provide guidance on the allocation of resources. A first-class organizational development specialist will be someone whose expertise translates into optimized efficiency and increased profitability.

Requirements

  • A master's degree from an accredited college in a relevant field and two years of satisfactory full-time professional experience in specified areas, including 18 months in an executive, managerial, administrative or supervisory capacity.
  • A baccalaureate degree from an accredited college and four years of professional experience in specified areas, including 18 months of executive, managerial, administrative or supervisory experience.

Responsibilities

  • Analyze business structures, classification procedures and processes, and the utilization of resources.
  • Design and implement a variety of developmental initiatives, action plans, programs, and training materials in conjunction with the Office of Policy, Procedures and Training.
  • Interview personnel and facilitate targeted skills development initiatives as they relate to succession planning efforts.
  • Consult with the human resources department's Talent Management to guide the utilization, development, or hiring of personnel.
  • Lead business optimization initiatives by conducting individual or group training sessions for personnel.
  • Contribute to the restructuring of departments to increase efficiency and align activities with business objectives.
  • Optimize personnel utilization by increasing cross-functionality and interdepartmental cooperation.
  • Measure the impact of interventions on staff performance, efficiency, employee retention, and job satisfaction.
  • Advise executives and senior managers and recommend efficient and cost-effective solutions for identified challenges.
  • Document process and present progress report to executives and senior managers.
