Oracle Health Government Services is seeking a skilled Technical Program Manager to join our mission-driven organization. This position is critical to the supporting our Federal client with the Electronic Health Modernization needs. This position combines hands-on technical integration development with end-to-end project management responsibilities for healthcare interfaces built and deployed using the Rhapsody integration engine. This role oversees the full lifecycle of interface development and deployment—planning, design, configuration, testing, deployment, and go-live support—while also providing strategic coordination, risk management, and stakeholder communication across multiple teams. The position serves as a central integration leader, supporting Release Management and Delivery Leadership for all interface-related deployment activities. The ideal candidate will have a solid understanding of federal contracting rules and regulations and be comfortable operating within a highly regulated environment. You will collaborate with cross-functional teams—both internal stakeholders and client partners.

Requirements

  • 3rd party vendor management and Risk management experience
  • Communication, team building, coaching
  • Bachelors plus a minimum of 8 years of relevant job experience.
  • 3+ years Rhapsody development experience
  • Familiarity with systems development life cycle (SDLC) methodologies, business process re-engineering, and program management best practices is essential.
  • US Citizenship is required with an ability to obtain and maintain a government security clearance.

  • Previous Federal Contracting experience preferred

Responsibilities

  • Plan, coordinate, and manage integration projects from initiation through deployment and post–go-live support.
  • Oversee project schedules, scope, budget, and deliverables to ensure on-time and high-quality execution.
  • Facilitate project meetings, technical discussions, and deployment readiness reviews.
  • Coordinate directly with vendors, clients, internal technical teams, and federal stakeholders.
  • Provide regular project status reporting, executive-level briefings, and updates to the Integrated Master Schedule (IMS)
  • Identify, document, and escalate project risks and issues; develop and execute mitigation strategies.
  • Support Release Managers and Delivery Leads with overall integration planning and deployment execution.
  • Support development, configuration, and deployment of healthcare interfaces using Rhapsody.
  • Coordinate local connectivity within pre-production and production environments.
  • Ability to configure interface engine components, message routing, transformations, and mappings.
  • Identify solution build dependencies within the Oracle Health Millennium platform.
  • Support configuration, unit testing, smoke testing, integration validation, and production validation
  • Manage promotion of interface code through environments (pre-prod to production)
  • Participate in dry runs, table-top rehearsals, Mock Go-Lives, Go-Live execution, and staffing support.
  • Manage day-to-day activities for interface creation, localization, deployment, and cutover.
  • Coordinate with Integration Architects and Deployment Teams to assess interface readiness.
  • Ensure accurate and timely documentation of interface deployment status in team reporting tools.
  • Create and maintain the Interface JIRA backlog aligned to Agile delivery work breakdown structures.
  • Ensure defined deployment processes and procedures are clearly communicated and consistently followed.

  • Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position.
