About The Position

"Navitas Partners, LLC" is seeking an experienced Oracle Developer to support a large-scale enterprise modernization initiative focused on migrating legacy Oracle Forms applications to Oracle APEX on Oracle Database 19c. This role plays a critical part in transforming mission-critical regulatory and environmental systems into modern, secure, high-performing Oracle APEX applications aligned with current enterprise standards. The ideal candidate will bring strong PL/SQL expertise, deep Oracle RDBMS knowledge, and hands-on experience developing in Oracle APEX within Agile environments.

Requirements

  • Bachelor’s degree in Computer Science or related field
  • 5–7 years of experience with Oracle PL/SQL, including: Stored procedures Functions Packages Advanced SQL queries
  • 5–7 years of hands-on experience developing applications using Oracle APEX
  • Strong knowledge of Oracle RDBMS (Oracle 19c preferred)
  • Experience with SQL Developer and/or TOAD
  • Solid understanding of data modeling principles
  • Experience integrating web services
  • Experience with performance tuning, debugging, and testing SQL queries, views, and stored procedures
  • Strong analytical, problem-solving, written, and verbal communication skills

Nice To Haves

  • Experience modernizing legacy Oracle Forms applications
  • Exposure to XML, HTML, Web Services, Java, PL/SQL APIs, and SOA architecture
  • Experience working in Agile/Scrum environments
  • Strong understanding of Oracle 19c database features
  • Experience supporting regulatory or mission-critical systems

Responsibilities

  • Analyze existing Oracle Forms applications, including architecture, data structures, and system integrations
  • Lead and support migration from Oracle Forms to Oracle APEX
  • Design and develop modern, user-friendly Oracle APEX interfaces
  • Contribute to UI/UX standards for future APEX implementations
  • Develop and maintain PL/SQL stored procedures, functions, packages, and advanced SQL queries
  • Perform data analysis, scripting, and reporting enhancements
  • Implement application security, roles, and authorization models
  • Conduct performance tuning and optimization of database objects and queries
  • Produce technical, functional, and system documentation
  • Participate in all phases of the SDLC (requirements through production support)
  • Support release management and production deployments
  • Provide knowledge transfer and mentoring to internal IT teams
  • Deliver regular status updates and reporting to leadership
