The Work Our Digital Modernization Division is an information technology and management consulting department that offers integrated, strategic solutions to its public and private sector clients. ICF has the expertise, agility, and commitment to design, build, and operate high-performance IT engines to support all aspects of our client’s business. We are seeking an Oracle Database Administrator & Developer to design, develop, and maintain scalable applications for government clients. This role involves working within a secure environment to deliver high-quality solutions that meet compliance and performance standards. Job Location: Remote work is authorized. Must support US Eastern time zone working hours. If you accept this position, you should note that ICF does monitor employee work locations blocks access from foreign locations/foreign IP addresses and prohibits personal VPN connections.

  • Manage, maintain, and optimize Oracle databases (installation, configuration, patching, upgrades).
  • Monitor performance, troubleshooting issues, and ensure high availability and security.
  • Implement backup and recovery strategies using RMAN and Data Guard.
  • Plan and execute data migration from Oracle to Pega applications.
  • Collaborate with Pega architects and developers to ensure smooth integration.
  • Validate data integrity and performance post-migration.
  • Write and optimize PL/SQL scripts, stored procedures, and triggers.
  • Support application teams with database-related development tasks.
  • Assist in building automation scripts for deployment and testing.
  • Work closely with DevOps, QA, and application teams to support CI/CD pipelines.
  • Document processes, configurations, and migration steps.
  • US Citizenship required by the government client.
  • Candidates must obtain and maintain a Public Trust.
  • Candidate must reside in the U.S., be authorized to work in the U.S., and all work must be performed in the U.S.
  • Candidate must have lived in the U.S. for three (3) full years out of the last five (5) years.
  • Highschool degree with at least 8+ years of experience as an Oracle DBA.
  • Docker experience and/or an understanding of containerization.
  • Strong knowledge of Oracle ecosystem (Oracle 12c/19c, RAC, ASM, RMAN).
  • Hands-on experience with PL/SQL development.
  • Experience with Pega migration or integration projects.
  • Familiarity with performance tuning and troubleshooting.
  • Understanding data modeling and ETL processes.
  • Experience with Pega PRPC platform.
  • Knowledge of Java or other programming languages for integration tasks.
  • Exposure to cloud environments (AWS, Azure).
  • Familiarity with CI/CD tools and automation frameworks.
  • Previous experience in a government contracting environment.
  • Highly effective analytical, problem-solving, and decision-making capabilities.
  • Excellent communication and interpersonal skills to interface effectively at all levels of the business.
  • Organized, detailed oriented and able to prioritize and multi-task.
  • Strong oral and written communication skills and the willingness to use them.
  • A strong sense of ownership and engagement.
