About The Position

Applications Development Analyst (Advanced) – Oracle APEX Developer Location: Tallahassee, FL Client: Florida Lottery Position Overview The Applications Development Analyst (Advanced) serves as a senior-level Oracle APEX Developer responsible for designing, developing, implementing, and maintaining custom enterprise applications supporting the Florida Lottery’s Information Resources environment. This role performs full lifecycle application development activities including requirements analysis, architecture design, coding, testing, deployment, and maintenance of Oracle-based applications and systems. The position requires expertise in Oracle APEX, Oracle REST Data Services (ORDS), SQL/PLSQL development, and enterprise application architecture, along with the ability to support secure, compliant systems aligned with federal and agency security standards.

Requirements

  • Bachelor’s Degree in Computer Science, Information Systems, or related field OR Equivalent professional experience
  • Minimum 3–5 years of experience in: Applications development and systems analysis Oracle APEX development SQL and PL/SQL programming Enterprise application architecture and development Database and middleware technologies
  • Oracle APEX development
  • Oracle REST Data Services (ORDS)
  • SQL and PL/SQL programming
  • Oracle database development and administration
  • Enterprise application development lifecycle
  • Systems architecture and design

  • Experience with low-code development platforms

Responsibilities

  • Design, develop, and maintain custom enterprise applications using Oracle APEX.
  • Develop custom workflows utilizing Oracle APEX and Oracle REST Data Services (ORDS).
  • Perform full Software Development Lifecycle (SDLC) activities, including: Requirements analysis System design and architecture Application development and coding Testing and validation Deployment and implementation
  • Support ongoing system enhancements, upgrades, and performance improvements.
  • Develop and maintain SQL and PL/SQL scripts for: Data migration Data conversion Data integration
  • Support database design, optimization, and performance tuning.
  • Design and develop dynamic reports and dashboards using: Oracle APEX reporting tools Oracle BI Publisher Oracle Reports
  • Ensure reporting solutions meet operational and business requirements.
  • Maintain assigned systems in compliance with: DISA Security Technical Implementation Guides (STIGs) NIST security standards Agency and organizational security policies
  • Support secure system configuration, vulnerability remediation, and compliance requirements.
  • Develop and maintain comprehensive documentation, including: System documentation Technical specifications Policies, procedures, and operational guides
  • Ensure adherence to organizational development standards and governance processes.
  • Serve as a subject matter expert (SME) for Oracle application development.
  • Collaborate with cross-functional teams to support enterprise initiatives.
  • Provide guidance and mentoring to junior technical staff, as required.
