About The Position

This position is responsible for the development, implementation, and maintenance of an all-encompassing technical training program. This program is specifically tailored to cater to the dynamic needs of water and wastewater operations staff. Its primary aims are to impart essential technical knowledge and foster an environment that nurtures individual growth, skills development, and the readiness necessary for career advancement and internal promotion within the Authority. This position reports to the Manager, Talent Development.

Requirements

  • Bachelor’s degree or an equivalent combination of relevant experience, training or education.
  • Three years experience in the development and execution of technical training programs preferred.
  • Valid Texas Driver’s license.
  • Class B Wastewater license required.
  • Approved trainer by TCEQ or ability to attain instructor qualifications within one year of the date of hire.
  • Certified to teach Hazwoper and Confined Space or ability to obtain within one year of hire date.
  • Experience in the development and execution of technical training programs specific to the water and wastewater industry.
  • Familiar with adult training methods.
  • Strong communication and presentation skills to effectively convey technical information.
  • Basic proficiency in preparing technical reports
  • Proficient in maintaining accurate training records.
  • Must be proficient in the development of standard operating procedures.

Nice To Haves

  • Knowledge of Learning Management Systems preferred.

Responsibilities

  • Collaborate with Operations to assess training needs and create detailed training plans to align with TRA’s goals and objectives.
  • Deliver training that ensures compliance with TCEQ requirements.
  • Assess the technical development of Operations staff; develop and implement training programs to fill knowledge, skills, and ability gaps.
  • Coordinate and schedule activities in support of technical training programs to include instructor-led training, standard operating procedures, and eLearning in support of water and wastewater operations.
  • Maintain accurate records and documentation of training activities, certifications, and staff progress.
  • Conduct regular reviews and revisions of training content to ensure it meets industry standards, regulatory requirements, TRA policies, and talent development practices.
  • Create channels to facilitate the exchange of best practices among facilities, departments, and other utilities.
  • Evaluate the effectiveness of training programs through assessments and feedback.
  • Identify and provide training opportunities to other utilities and the cities we serve.
  • Assist with the coordination and training for apprenticeship programs, formal internships, and externships.
  • Other related duties as assigned.
