Facility Contract Services is, a Florida based contract services company, responsible for the employment and management of personnel for municipal clients. Facility Contract Services is currently seeking dynamic and goal-driven employees for the City of Pembroke Pines Procurement Department. This exciting opportunity in the City of Pembroke Pines operates 4 days a week (Monday through Thursday 7:00 A.M. to 6:00 P.M. and subject to operational needs and on-call support) and offers excellent compensation and benefits including health insurance and 401(k) with a Company match. Under general direction of the Fleet & Surplus Manager, the Operations Supervisor is responsible for supervising and supporting staff involved in fuel maintenance, generator maintenance, vehicle and heavy equipment repair, and surplus equipment logistics, and ensuring compliance, safety, and operational readiness across all assigned functions. The Operations Supervisor ensures compliance with local, state, and federal environmental regulations, oversees equipment operations and maintenance, and supports Citywide operational needs related to fuel, fleet, and facilities. The role requires strong technical knowledge, leadership ability, and administrative discipline to maintain the City’s operational continuity and regulatory compliance.

Requirements

  • High School Diploma or GED required; Technical or Associate’s degree in Automotive Technology, Mechanics, or related field preferred.
  • Minimum five (5) years of progressively responsible experience in fleet, or fuel operations, including two (2) years in a lead or supervisory capacity.
  • Experience with environmental compliance, fuel systems, or generator operations required.
  • Equivalent combination of training, education, and experience may be considered.
  • Valid Florida Class “A” Commercial Driver’s License (CDL) with Tanker Endorsement required.
  • Florida UST Class A/B/C Operator Certification required (or ability to obtain within six months).
  • Extensive knowledge of fleet maintenance, generator systems, and fuel management operations.
  • Strong understanding of Broward County environmental compliance and FDEP petroleum regulations.
  • Ability to read and interpret technical manuals, safety regulations, and compliance documentation.
  • Skilled in supervising, scheduling, and evaluating technical and mechanical staff.
  • Ability to operate and train staff in the use of heavy equipment and machinery safely.
  • Proficient in Microsoft Office Suite (Word, Excel, Outlook) and asset management systems.
  • Strong written and verbal communication skills for reporting and interdepartmental coordination.
  • Demonstrated leadership, integrity, and accountability in managing public assets.
  • Ability to successfully deal with all persons in a fair and equitable manner.
  • Possess complete integrity and a high sense of personal and professional ethics.
  • Strong organizational and problem-solving skills.
  • Ability to perform physically demanding work, typically involving some combination of reaching, bending, stooping, kneeling or crouching and that may involve the lifting, carrying, pushing and/or pulling of moderately heavy objects and materials (50 pounds).
  • Work involves exposure to outdoor environments, machinery noise, and potentially hazardous materials.
  • Must be available for after-hours emergency response, including nights, weekends, and holidays as needed.

Nice To Haves

  • Forklift Certification preferred.
  • OSHA 30-Hour General Industry or equivalent safety certification preferred.
  • Hazardous Material (HAZMAT) training or certification is preferred.

Responsibilities

  • Supervise and coordinate the work of Fleet Mechanics, the Fuel Maintenance Specialist, and the Generator Mechanic.
  • Oversee the daily operations of the City Garage, ensuring efficiency, accountability, and adherence to safety standards.
  • Assign, review, and monitor work orders related to fleet maintenance, fuel systems, generator operations, and equipment repairs.
  • Lead team meetings, prioritize assignments, and ensure operational continuity, particularly during emergencies or after-hours service calls.
  • Provide technical guidance and hands-on support for heavy equipment and vehicle operations when required.
  • Ensure compliance with all applicable regulations, including those of Broward County, the Environmental Permitting Division, and the Florida Department of Environmental Protection (FDEP) for petroleum cleanup and storage tank certification.
  • Maintain current records for the State of Florida Storage Tank Certification of Financial Responsibility, Certificate of Insurance, and Storage Tank Schedules.
  • Coordinate and document annual site inspections and environmental compliance reports.
  • Support and implement best practices for environmental safety, fuel handling, and hazardous materials management.
  • Oversee the operation, maintenance, and repair of the City’s 16 fuel sites and associated storage tanks.
  • Supervise ordering, delivery, and tracking of fuel; ensure accurate manual and electronic level readings, logs, and reports to Finance.
  • Support the ongoing implementation of the FuelMaster AIM 2.4 Passive System across City departments, ensuring vehicle installation and system integration are completed as scheduled.
  • Supervise the maintenance, inspection, and operation of approximately 22 stationary generators and 47 portable generators throughout the City.
  • Coordinate preventive maintenance schedules, load testing, and emergency readiness checks.
  • Oversee new generator installations and replacements, ensuring correct configuration and integration with automatic transfer switches.
  • Maintain generator maintenance logs, testing documentation, and repair records.
  • Coordinate with the Fleet Maintenance Team for heavy equipment transportation and servicing.
  • Operate heavy equipment as needed (backhoes, loaders, trailers, fuel tanker trucks) for City projects and emergency response.
  • Provide and coordinate training for City staff and contractors on safe and proper use of heavy equipment.
  • Support the installation and deployment of GPS systems across the City’s fleet.
  • Coordinate maintenance needs for building facilities, including the City Garage.
  • Perform follow-up inspections after work orders, and monitor contractor performance.
  • Prepare reports and documentation on operational activities, compliance, and preventive maintenance schedules.
  • Maintain accurate asset records in accordance with the City’s Fixed Asset and Surplus Property Policies.
  • Assist the Fleet & Surplus Manager in planning, budgeting, and evaluating resource needs.
  • Participate in audits, inspections, and operational reviews.
  • Participate in the team’s on-call rotation for emergency response.
  • Coordinate with other departments to resolve fuel, generator, or operational issues after hours.
