POSITION SUMMARY: This is advanced supervisory work, overseeing and facilitating the efforts of a highly technical staff providing motor equipment maintenance, repair and fabrication. Employees in this position will be skilled in modern supervision, parts and inventory control, motor equipment repair practices and procedures, shop safety, computer data entry, and one or more other related specialized fields of motor equipment maintenance. The Central Fleet Supervisors are the first contact point for customers of the Fleet program, support staff from other County agencies, and outside vendors and contractors. In addition, this position is responsible for inventory accountability, maintaining a perpetual inventory records system in support of the Central Fleets automotive repair facilities, and establishing minimum and maximum inventory levels in accordance with County requirements.. Works under the general supervision of the Central Fleet Administrator and work is reviewed through reports, discussions and results obtained. CLASS DESCRIPTION: Performs intermediate supervisory level and advanced operations service work under general supervision from an administrative or technical superior. Work includes supervising the activities of laboring and equipment operation personnel in areas such as construction, maintenance, landfill disposal, tree care, utility, vehicle repair, contracted refuse collection, water reclamation, parks, horticulture, and forestry work.

Requirements

  • High School Diploma or GED and six (6) years related experience or an equivalent combination of education and experience.
  • Class C Maryland Driver's License or equivalent issued by state of residence.
  • Ability to obtain a Class "B" or Class "A" Commercial Driver's License within six (6) months of employment.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, and business correspondence.
  • Ability to effectively present information and respond to questions from managers, clients, and customers.
  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Nice To Haves

  • Master ASE certified auto or truck technician.
  • Formal training or experience in vehicle management, inventory control, specifications, and maintenance.
  • Formal training or experience in personal computer word processing, spreadsheet, Fuel management, and Fleet Management software.
  • Experience in the operation and use of specialized highway maintenance equipment.
  • Experience in the up fit, maintenance and operation of Public Safety vehicles.
  • Class "A" or "B" Commercial Driver's License (CDL).
  • Demonstrated knowledge of: Computer inventory records systems, programmed for equipment parts supply support.
  • Automotive and heavy duty equipment parts and their nomenclature, identification systems, interchangeability and sources of supply.
  • Demonstrated ability to: Perform a broad range of supervisory responsibilities over others.
  • Work cooperatively with other County employees, vendors and the public.
  • Review or check the work products of others to ensure conformance to standards.
  • Communicate orally with co-workers, vendors, and other user departments in face-to-face one-to-one settings or using a telephone.
  • Observe or monitor data to determine compliance with prescribed operating standards.
  • Work safely without presenting a direct threat to self or others.

Responsibilities

  • Responsible for the overall operation of one or more assigned Fleet maintenance facilities including shop equipment and personnel.
  • Schedules vehicles for maintenance or repair, coordinates vehicle service with the user agencies, assigns work to mechanics and inventory personnel, and inspects completed work for quality and adherence to customer requirements.
  • Assists in the identification of materials or parts needed for proper vehicle maintenance and for emergency stocking at the facility.
  • Identifies and arranges for subcontracted repairs and warranty service through other vendors including quality inspections.
  • Ensures that the proper methods, procedures, and safety practices are being followed for the orderly and effective servicing of vehicles, and the efficient and cost effective operation and control of the inventory and shop facilities.
  • Trains subordinate personnel as required. May perform duties of Fleet Mechanic or Stores Technician if required by workload or employee absences.
  • Coordinates the conduct of physical inventories, determines disposition of used parts, and declares unneeded parts as surplus, including completion of required County, State or Federal forms.
  • Assists Office management in making repair-versus-replace decisions for vehicles and equipment and assists with the preparation of specifications for the purchase of rolling stock.
  • Identifies and makes recommendations for operational improvements in the Central Fleet program.
  • Provides guidance to Fleet personnel concerning the accuracy of data entry to the Fleet and Fuel management software applications.
  • Supervises the maintenance of a perpetual inventory records system and recommends changes and improvements as appropriate.
  • Establishes individual parts inventory levels and balances them for maximum turnover.
  • Monitors and adjusts inventory to minimize obsolescence.
  • Makes continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
