The Operations & Program Support Specialist (AS2) position at the Oregon Health Authority involves supporting the implementation of policies, projects, and programs at various levels. The role includes providing administrative, operations, and program support to the Integrated Eligibility Policy unit and the Healthier Oregon program. The position requires planning and coordinating meetings, workgroups, and project schedules, facilitating communication and collaboration, and ensuring operational alignment and compliance with laws and policies. The position is hybrid, based in Salem/Marion or Portland/Multnomah, and is part of a pool recruitment for multiple positions.

  • Act as the Medicaid point of contact for business office functions and activities.
  • Provide administrative and technical support to Medicaid staff.
  • Plan and coordinate meetings, workgroups, and project schedules.
  • Facilitate communication, collaboration, issue resolution, and strategic planning.
  • Research, analyze, evaluate, and prepare reports for special projects.
  • Assist in the design, implementation, and sustainability of key initiatives.
  • Develop and update spreadsheets and tracking tools.
  • Act as a liaison within and across units, OHA divisions, and community providers.
  • Three years of secretarial or administrative support experience.
  • An associate degree in general office occupations and two years of relevant experience.
  • An equivalent combination of education and experience.
  • Evidence of ongoing development of personal cultural awareness and humility.
  • Experience supporting the development and implementation of policies and programs promoting equity and inclusion.
  • Knowledge of Oregon Administrative Rules and Oregon Revised Statutes.
  • Knowledge of health services delivery systems, particularly the Oregon Health Plan/Medicaid Administration.
  • Ability to explain and offer expert level technical assistance on rules, policy, and procedures.
  • Experience developing planning tools and documents for collaboration and decision-making.
  • Advanced skills in Microsoft Excel, Word, Outlook, and collaboration tools.
