For more information, visit www.worldbank.org. About MENAAP Institutions Practice: The Institutions Practice is dedicated to strengthening governance and institutional capacity in the MENAAP region. We work closely with governments, civil society, and other stakeholders to promote effective, accountable, and inclusive institutions that can drive development and improve public service delivery. Duties and accountabilities: The Operations Officer will play a critical role in supporting the Practice Manager and the task teams of the Institutions Practice (FM and Public Sector, EMAPG) in the MENAAP region. This position involves supporting the PM in managing the unit’s portfolio and budget, and in monitoring the Financial Management performance of the MENAAP portfolio, and supporting task teams in preparing and managing operations. The Operations Officer will be based in Washington, D.C., and will report to the Practice Manager.

  • Portfolio management:
  • Design, develop and prepare monthly monitoring reports on the status of the EMAPG work program and portfolio management to highlight issues arising, identify trends, propose actions to take, report on the status of prior actions taken;
  • Ensure close monitoring of exceptions and proper communication on related issues with TTLs and PM;
  • Overseeing the monitoring of Lending and ASA milestones to ensure full compliance and timely delivery; and
  • Serve an operational focal point for liaison and coordination with MNADE and the CMUs.
  • Operational Support:
  • Provide operational support to task teams, including on compliance with Bank operational policies and help them meet high standards of quality during all stages of the project cycle;
  • Take part in preparation, supervision and ICR missions on the request of PM and/or Task team leaders, and contribute to design and implementation of EMAPG operational and ASA program;
  • Review Concept and Decision review packages before PM concurrence; and
  • Undertake quality and compliance review of project implementation documents, including PADs, ISRs, Progress reviews, ACS, and ICRs.
  • Financial Management:
  • Assist the Lead Financial Management Specialist (FMS) responsible for the FM oversight of the MENAAP portfolio of lending operations to monitor and identify FM exceptions;
  • Act as a champion of the FM system in MENAAP, help prevent, address and eliminate exceptions in the system;
  • Provide training sessions on FM system for new users and when a new system functions/utility are introduced; and
  • Help FM Specialists solve system issues and report glitches to OPCS.
  • Resource management:
  • Work closely with BPS colleagues and advise the PM during budget preparation and execution process;
  • Monitor the execution of the EMAPG budget and propose actions to the PM;
  • Prepare monthly analysis of the utilization of Trust Funds and other EMAPG sources;
  • Monitor the WPA and flag exceptions/deviations to the PM and the TTLs; and
  • Propose and coordinate corrective action measures as needed.
  • Education: A master’s degree in public/business administration, Finance, Statistics, Economics, International Development, Political Science, or related field.
  • Experience: At least 5 years of experience in operations management, project management, or resource management.
  • Knowledge and skills: Good knowledge of World Bank operational policies, procedures, and instruments, and ability to provide relevant guidance to task teams. Advanced knowledge and practical skills in using key relevant WBG data systems and tools such as the Operations Portal, data reports, etc. Ability to contribute to operational processes throughout the project cycle.
  • Good knowledge of the MENAAP region would be an advantage.
  • Knowledge of Governance GP operations and business lines would be an advantage.
