Job Title: Operations Manager Department: Early Learning and Family Services Starting Wage: $37.37- $37.37/hr, $77,737.31/yr Position Type: Full Time, Salaried Exempt Direct Supervisor: ELFS Director Work Environment: In person, office setting and occasional Early Learning classroom Job Summary This position has oversight of day-to-day operations in the ELFS Department including the Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) of children, program quality assurance, and supervision of the Operations Team. This position is highly computer focused maintaining databases, building budgets, data entry and analysis, and monthly reporting. Must have proven ability to organize, prioritize, work independently, and develop projects with other team members. Requirements

  • Bachelor’s Degree or higher
  • Ability to pass State and/or Federal Background Checks as determined by position (prior to hire date)
  • Must demonstrate recognition and compassion for low-income peoples.
  • Must be aware and sensitive to Section 504 of the Rehabilitation Act and the American with Disabilities Act (ADA).
  • Demonstrated ability to input, aggregate and analyze data including generation of accurate and complete reports.
  • Advanced knowledge and experience with MS Office 365 products including Excel and Word.
  • High level of integrity in dealing with personally identifiable or sensitive information.
  • Demonstrated successful experience in preparing and processing documentation following relevant process and guidelines (such purchase requests, requests for payment, etc.)
  • Ability to successfully navigate critical conversations.
  • Develop strong solutions to ambiguous problems efficiently.
  • Valid Washington State Driver’s License or ability to obtain one.
  • Ability to obtain proof of insurability for operating an automobile.
  • First Aide/CPR/AED certification (within 90 days of employment).
  • Initial physical exam (within 90 days of employment).
  • Tuberculosis (TB) Testing (upon employment and before contact with children, testing done before hire will not be recognized).
  • Current Immunizations per Washington Administrative Code (can be obtained upon hire).
  • Must be able to exhibit regular attendance.

Nice To Haves

  • Social Services, Operations, Data, or Similar
  • Bi-lingual Spanish a plus
  • 2 or more years demonstrated successful Power BI or other data visualization, team management, leading quality improvement initiatives, budget development and tracking

Responsibilities

  • Oversee and support all areas of Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA) for Early Head Start and Head Start.
  • Responsible for compliance of all laws surrounding the reporting of child abuse, neglect, or sexual exploitation including team member training and record keeping.
  • Oversee ELFS Division quality assurance process by developing, implementing, and managing processes and systems to ensure compliance with all necessary regulations the program is subject to.
  • Oversee childcare and private preschool billing and payment tracking.
  • Oversee and manage data systems, archiving of all sensitive programs, and child data in compliance with State and Federal regulations.
  • Maintain a working knowledge of the Child and Adult Care Food Program (CACFP). Responsible for maintaining records and entry into the Washington Integrated Nutrition System (WINS).
  • Discuss with program managers and director of non-compliance issues and assist in the development of corrective plans to address non-compliant areas.
  • Coordinate the annual self-assessment processes for all programs, overseeing the identification and collection of data, and assist the development of action plans based on the outcomes of those assessments
  • Compile a monthly report of pertinent program statistics, Including not limited to, attendance enrollment, health requirements, family goals, and child outcomes for the KCR Board and Policy Council.
  • Contribute to the development of procedures, documents, and other systems to maintain compliance with any and all performance standards.
  • Oversee the compilation and accuracy of the Program Information Report (PIR)
  • Coordinate with Program Director on fiscal operations including budget, purchase orders, ordering, MIP accounts, and non-federal share accounting.
  • Complete regular reports for various funding sources.
  • Able to work in a deadline driven environment
  • Attend all relevant KCR staff trainings and meetings
  • Accepts other job related duties as assigned
