About The Position

The Operations Manager leads and supervises the Navy ID Card Administration (ICA) workforce and serves as the POC to address and resolve day-to-day performance and quality issues. This role supervises field staff, ensures proper site staffing levels and position fill, disseminates program-related information regarding ICA policies and procedures, and executes the established quality control program.

Requirements

  • Bachelor’s degree in mathematics, statistics, business, law, engineering, social sciences, physical/applied sciences, or a management discipline such as business administration, accounting, finance, economics, management information technology; OR
  • A minimum of 5 years of relevant experience in lieu of a degree.

  • Strong leadership and supervisory skills, with experience directing dispersed field teams.

  • Strong organizational and analytical skills, with the ability to manage multiple priorities.
  • Proficiency in Microsoft Office tools, reporting, and operational documentation.

Responsibilities

  • Lead and supervise onsite contract staff to ensure effective service delivery and full compliance with performance standards.
  • Monitor site staffing levels, oversee position fill actions, and ensure continuity of operations.
  • Disseminate program information, updates to ICA policies and procedures, and operational communications to field personnel.
  • Execute, manage, and continuously improve the contract Quality Control Program.
  • Serve as the primary POC for the COR and Government QCM/SPAR to resolve daily performance, operational, and quality concerns.
  • Ensure that all contractual requirements, performance metrics, and service levels are met or exceeded.
  • Coordinate with corporate leadership, HR, Scheduling, and other functional units to ensure workforce readiness and compliance.
  • Review operational data, identify trends, and implement process improvements to enhance efficiency and service delivery.
  • Support government inspections, audits, and program reviews; prepare required documentation and reporting.
  • Provide leadership, mentorship, and direction to field personnel to ensure optimal performance, morale, and professionalism.
  • Develop and maintain operational plans, procedures, and documentation to meet contract and regulatory requirements.
  • Ensure adherence to safety, security, and compliance standards across all assigned sites.
  • Maintain situational awareness of staffing, operational risks, and mission needs; proactively address issues as they arise.
