About The Position

Parsons is seeking an Operations Manager to provide industry and external engagements expertise for every portion of a portfolio of projects within Parsons’ support to cyber operations and systems for USCYBERCOM. This individual is responsible for making key decisions that relate to continuous improvement within areas of technical operations and for the portfolio's growing innovative needs.

Requirements

  • Active TS/SCI with polygraph.
  • 15+ years of experience in Defense and Service strategy, policy, planning, requirements management, capability development, and operations.
  • Demonstrated experience with DoD requirements definition, capability life cycle management, capability development management, and systems acquisition support.
  • Experience with DoD planning and training processes at the joint level.
  • Bachelor’s degree in a technical (e.g., Computer Science, Information Systems, Engineering, Cybersecurity) or business discipline from an accredited college or university.

  • Master’s degree in a technical or business discipline from an accredited college or university.
  • Active Project Management Professional (PMP) certification (PMI).
  • Certified ScrumMaster (CSM) or similar Agile certification.
  • Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), or similar cybersecurity certification.
  • Defense Acquisition Workforce Improvement Act (DAWIA) certification in Program Management or Systems Engineering.
  • Familiarity with decision analysis, facilitation, and requirements traceability tools.
  • Direct experience supporting or working within U.S. Cyber Command (USCYBERCOM) is highly desirable.
  • Experience with DoD cyber policy, strategy, doctrine, and implementation.
  • Experience supporting or working within a DoD Combatant Command.
  • Program management experience, including technical project oversight.
  • Proficiency with JIRA, Confluence, and other project management and collaboration tools.

Responsibilities

  • Provide functional and technical expertise in requirements management, capability life cycle management, workflow optimization, organizational dynamics, manpower utilization, and knowledge management for the Cyber National Mission Force (CNMF) Task Force (TF).
  • Coordinate, integrate, and support cyberspace capability development and management efforts to rapidly deliver joint operational products through integrated project delivery, enabling full-spectrum cyberspace operations.
  • Oversee and contribute to the identification, assessment, and integration of new exploits and security vulnerabilities for weaponization and operational use.
  • Support Developmental Evaluations (DEs) and Operational Evaluations (OEs) to ensure timely operationalization of developed tools in accordance with USCYBERCOM Operational Acceptance (OA) SOP, including technical review and validation of capabilities.
  • Provide maintenance and sustainment support for cyber operations technologies and capabilities, including troubleshooting, bug fixes, system enhancements, and adaptation to evolving technical requirements and platforms.
  • Deliver operational support for fielded capabilities, including technical troubleshooting, enhancement of deployed solutions, and direct user and administrator support (on-site and remote).
  • Support the design, development, and maintenance of training and exercise environments, including technical scenario development, emulated systems, and associated documentation.
  • Contribute to the development, optimization, and management of IT infrastructures, architectures, systems, applications, and policies, ensuring alignment with CNMF J6/8/9 goals and objectives and adherence to performance and quality standards.
  • Lead or support requirements elicitation, analysis, documentation, and traceability throughout the capability development life cycle, ensuring alignment with mission needs and stakeholder objectives.
  • Create and maintain Confluence pages and technical documentation focused on emerging commercial data sources, technologies, and companies of interest.
  • Coordinate and oversee regular tool demonstrations, technical briefings, and training events with industry partners and government agencies for the CNMF TF.
  • Advise and assist Government leadership in implementing Command/CNMF/TF initiatives, including the development of concepts of operation, doctrine, and technical advocacy for tool adoption and integration.
  • Prepare and maintain summary planning documentation, weekly support updates, and technical reports to track time-sensitive tasks, business operations, and commitments related to DoD cyber policy and senior leadership engagements.
  • Draft, review, and coordinate technical and policy documents, including white papers, talking points, briefings, and decision memoranda for internal and external stakeholders.
  • Facilitate cross-agency coordination and electronic dissemination of decision documents to ensure consistent understanding of CNMF TF positions on sensitive technical and policy issues.
  • Engage regularly with Government leadership to ensure technical accuracy and consistency regarding CNMF TF posture on time-sensitive and mission-critical tasks.
