About the position

The Transportation Operations Manager is responsible for overseeing and coordinating the daily operations of the district's transportation services. This includes managing bus routes, ensuring the safe and efficient transport of students, supervising drivers and support staff, while maintaining compliance with safety regulations.

Responsibilities

  • Recruit, train, supervise, and evaluate the performance of assigned staff.
  • Participate in interviewing, selecting, and assigning work to personnel.
  • Make sound recommendations to the Director of Transportation regarding personnel placement, transfer, retention, and dismissal.
  • Conduct training regularly for Safety, Student Behavior Management, and Staff Development.
  • Report and assist with investigating employee workplace accidents/injuries.
  • Analyze bus routes and determine employee assignments.
  • Ensure the availability of District funds before committing the District financially.
  • Comply with the competitive purchasing requirements of the District.
  • Oversee student behavior management and reporting.
  • Corroborate with campus administrators on student management and discipline.
  • Review bus video as needed.
  • Assist with the CDL training program as needed.
  • Manage and oversee bus monitor Training Program.
  • Manage Special Needs transportation.
  • Respond to all phone calls/concerns/emails from customers and stakeholders.
  • Work with fleet manager to develop vehicle usage and replacement plan.
  • Assist the Director with all state and federal required reporting.
  • Encourage and assist with developing professional development plans for subordinates.
  • Direct supervision of routing coordinator and oversee all routing and field trip support aspects.
  • Facilitate transportation requests as needed.
  • Maintain driver daily schedules/absenteeism.
  • Oversee new drivers in Training positions/schedules.
  • Manage summer programs, bus routes, and employee assignments/absenteeism.
  • Assist lead driver trainer in onboarding, training, and mentoring of new drivers.
  • Assist with investigating vehicle accidents, photographs scenes, coordinate student transport from the location, gathers all pertinent information, and completes and files insurance and accident reports.
  • Assist with determining the probable cause of accidents and develops best practices and training to avoid repeated accidents.
  • Assist in monitoring district compliance with laws, regulations, and rules related to Federal, State, or Local governmental agencies and other practical general industry guidelines for transportation safety.
  • Coordinate or provide safety training to the department throughout the year.
  • When needed, fill in for bus drivers and will safely and efficiently deliver students to and from schools by following assigned bus routes, adhering to established schedules, and obeying traffic laws.
  • Support the educational goals of the District.
  • Contribute to the recommendation, implementation, or improvement of operations and policies within the Transportation Department.
  • Follow all safety rules and safety procedures.
  • Demonstrate behavior that is professional, ethical, and responsible.
  • Attend required staff development as assigned by the Administration and Director.
  • Attend professional development and leadership training opportunities offered by organizations such as TAPT, NAPT, or TASBO.
  • Perform other functions that the Administration and Director may assign.
  • Keep informed of and comply with state, district, and federal policies, including daily attendance, punctuality, and confidentiality.
  • Other duties as assigned.

Requirements

  • High school diploma or GED equivalent recognized by the Texas Education Agency or a regional accrediting agency.
  • Three (3) years' experience in transportation operations, public school district experience preferred.
  • Valid Texas Class 'C' driver's license must obtain the class 'B' CDL license with all required endorsements within 90 calendar days of employment (Paid Training Provided).
  • Safe driving record verified by Texas Department of Public Safety (meets and maintains liability coverage eligibility).
  • Ability to pass U.S. Department of Transportation alcohol and drug tests and annual physical exam.
  • At least 21 years of age.
  • Must reside in the state of Texas.
  • Must obtain School Bus Driver Certification (Texas Department of Public Safety) within 90 days calendar days of employment.
  • Must have satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50.00) paid by the candidate.

Nice-to-haves

  • Bachelor's degree, associate's degree from an accredited university.
  • Texas Association of Pupil Transportation or National Association for Pupil Transportation certification.
  • Management or supervision of at least ten (10) employees.
