About The Position

The Operations Manager for Federal Programs at Lumen is responsible for overseeing the day-to-day operations of the Air Force Base Infrastructure Modernization Program (BIM). This role involves managing a multi-award indefinite delivery/indefinite quantity (ID/IQ) contract aimed at modernizing and sustaining approximately 187 installations globally over a ten-year period. The Operations Manager will lead large, complex teams, streamline processes, and ensure alignment with organizational objectives while maintaining service level agreements (SLAs).

Requirements

  • Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or related field.
  • 10-15 years of experience in Program/Project Management, with at least 3 years in a management position.
  • Experience with installation infrastructure modernization and sustainment support.
  • Eligibility for access to classified information (government security investigation required).
  • ITIL Certification.
  • Secret Clearance with ability to be cleared for additional program access.
  • PMP Certification from Project Management Institute.
  • BISCI Registered Telecommunications Project Manager (RTPM) Certification is a plus.

Responsibilities

  • Plan and oversee the day-to-day operations of Lumen's BIM program and teaming partners.
  • Lead and manage the operational aspects of the BIM Program, ensuring alignment with organizational objectives.
  • Direct the development and implementation of processes and procedures for efficient Task Order execution.
  • Manage task orders with multiple financial constructs, including firm fixed price and cost reimbursable contracts.
  • Provide guidance to Program Managers, Engineers, and Subcontractors to ensure program operations within budget.
  • Ensure all work meets PWS requirements within schedule and staffing constraints.
  • Assess and mitigate operational risks requiring Director level approval.
  • Develop customer-driven methodologies and systems to measure program success.
  • Administratively manage PMO personnel.
  • Lead and approve BIM Operations PMO contributions to contract proposals.
  • Direct Integrated Lab and Testing activities to meet customer requirements.
  • Interface with customers on contract performance and service-related issues.
  • Provide proposal support, project scheduling, operational support systems, and risk management plans.
  • Interface with engineering, network management, and customer technical representatives.
