About The Position

The Operations & Maintenance Systems Development Manager is responsible for overseeing system operations, management, and development for the Centers for Medicare & Medicaid Services (CMS) Medicaid and CHIP (MAC) Suite legacy systems, including MACPro System (Appian BPM), Waiver Management System (WMS), State Early Alert Tool (SEA Tool), OneMAC, and BigMAC. These interconnected, cloud-hosted systems are built on Amazon Web Services (AWS) and leverage a combination of traditional server-based applications and Amazon Cloud Development Kit (CDK). This role ensures system availability, compliance, and performance, while leading cross-functional teams in both operational and development capacities.

Requirements

  • Minimum education: Bachelor’s degree or equivalent additional experience at a rate of twelve months required experience equivalent to nine months required education.
  • Minimum experience: Eight years in a similar role.
  • Extensive experience managing complex operations and maintenance systems in cloud-hosted environments, preferably AWS.
  • Strong knowledge of Appian Business Process Management (BPM), CI/CD pipelines (Jenkins, GitHub Actions), cloud monitoring tools (Datadog, Splunk, CloudWatch), and system integration technologies (Okta, SAML, Cognito).
  • Proven ability to lead cross-functional teams in both technical and operational capacities.
  • Familiarity with Agile and SAFe methodologies.
  • Experience in incident management, release management, and operational process development.
  • Understanding of federal security requirements, risk assessments, and ATO compliance processes.

Responsibilities

  • Lead system operations, management, and development activities across CMS MAC Suite legacy systems.
  • Collaborate with CMS stakeholders, product teams, and contractor teams to ensure system delivery, compliance, and high availability.
  • Serve in multiple technical and leadership roles, including Project Manager, Operations Manager, Team Lead, Incident Manager, Release Manager, Agile Coach, Appian Administrator, Unix Administrator, and AWS Cloud Administrator.
  • Coordinate activities across shared services teams (Operations, DevOps, Database, Security) and Agile development teams to ensure seamless system operations.
  • Develop, implement, and maintain operational processes and procedures, including incident management, event triage, prioritization, troubleshooting, escalation, release management, deployments, and post-deployment validation/smoke testing.
  • Manage project schedules, deployment plans, and sequencing for software releases, commercial-off-the-shelf (COTS) upgrades, and system migrations.
  • Participate in Scalable Agile Framework (SAFe) Agile ceremonies, including Daily Standups, Sprint Reviews, Program Increment (PI) Planning, and Lessons Learned.
  • Plan and manage application and infrastructure changes, including emergency hotfixes and production updates.
  • Oversee help desk incident triage and escalation management, leading incident response and root-cause analysis.
  • In collaboration with the DevOps team, maintain development, test, validation, and production environments hosted in AWS Cloud and Implement and maintain system monitoring and alerting using Datadog, Splunk, and AWS CloudWatch.
  • Collaborate with DevOps and Agile development teams to implement and maintain Continuous Integration/Continuous Deployment (CI/CD) pipelines using Jenkins and GitHub Actions, enabling automated production deployments.
  • Lead and support system integration and migration efforts, including integration with CMS Identity Manager (IDM) and Enterprise User Administration (EUA) using Okta, AWS Cognito, and Security Assertion Markup Language (SAML).
  • Coordinate with the MAC Suite Contractor Information Systems Security Officer (ISSO) and project teams to identify, review, and remediate security findings and vulnerabilities using AWS Security Hub and Common Vulnerabilities and Exposures (CVE) monitoring dashboards, ensuring compliance with CMS standards.
  • Participate in annual penetration testing, Cybersecurity and Risk Assessment Program (CSRAP) Security and Privacy Assessments, and related remediation efforts.
  • Work with the MAC Suite Contractor ISSO and project teams to maintain and update security artifacts in CMS FISMA Controls Tracking System (CFACTS), including System Security Plans (SSPs) and Plans of Action and Milestones (POA&Ms) to maintain Authority to Operate (ATO).
