Opportunity Awaits, Apply Today! – Operations and Policy Analyst 3 The Oregon State Hospital is currently hiring for Operations and Policy Analyst 3 positions. These positions serve as senior-level analysts in Oregon State Hospital's strategic branch and are responsible for high-level analysis, systems design, and implementation work that supports Oregon State Hospital’s strategic priorities and long-range transformation. Assignments may focus on operational design, governance and enterprise reporting, or strategic plan implementation. In each assignment, the successful candidate will evaluate complex issues, develop recommendations for executive leadership, and lead cross-functional work that improves how the hospital operates, communicates, and delivers on long-range priorities. In all assignments, the role partners closely with executive leadership to evaluate current operations, analyze risks and opportunities, develop recommendations, and turn strategic direction into practical tools, processes, initiatives, and implementation plans.

Requirements

  • A bachelor’s degree in business or public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
  • OR Any combination of experience and education equivalent to seven years of professional-level evaluative, analytical and planning work.

  • Experience leading or coordinating cross-functional projects, initiatives, or implementation efforts with organization-wide or multi-program impact.

  • Experience preparing executive-level written materials such as briefings, reports, dashboards, policy documents, recommendations, or presentations.

  • Experience facilitating meetings, workgroups, impacted partner engagement, or collaborative problem-solving across diverse audiences.
  • Experience using data, qualitative information, or multiple information sources to evaluate performance, identify risks, and support decision-making.
  • Demonstrated knowledge of or experience working within highly regulated environments, such as healthcare, behavioral health, public sector, or other compliance-driven systems.

Responsibilities

  • Analyze complex operational, policy, governance, strategic planning, and performance issues affecting hospital-wide systems and priorities.
  • Research trends, best practices, regulatory requirements, and operational models, and develop recommendations for executive leadership.
  • Design and improve systems, tools, procedures, workflows, reporting methods, or operating models that strengthen hospital operations and support strategic priorities.
  • Translate strategic direction, operational needs, or governance expectations into actionable initiatives, implementation plans, work products, and decision-support materials.
  • Lead and coordinate cross-functional work with executive leaders, program managers, operational staff, and external partners to implement high-priority initiatives.
  • Prepare executive briefings, reports, dashboards, analyses, roadmaps, and recommendations to inform leadership decisions.
  • Evaluate outcomes, monitor implementation progress, identify risks and barriers, and recommend course corrections or system improvements.
  • Exercise independent judgment in interpreting policy, regulations, standards, and organizational priorities, and in recommending practical solutions in complex environments.
