About The Position

Under a five-year contract, the Operational Planning Analyst will support the United States Marine Corps Forces, Central Command (MARCENT) and subordinate commands. The scope of the requirement includes professional services for MARCENT located aboard MacDill Air Force Base (AFB), Florida, which serves as a Component Command to U.S. Central Command (USCENTCOM). Specifically the Operational Planning Analyst will support the will support the Plans and Policy Directorate (G-5) within the continental United States (CONUS) and outside the continental United States (OCONUS). The G-5 assists and advises the COMUSMARCENT in joint-level and service-level planning, deliberate planning, crisis action planning, force deployment planning, Information Operations (IO), Special Technical Operations (STO)/Special Access Programs (SAP), command strategy and policy generation, doctrine review and analysis, Naval, command relationships, componency, security cooperation, CENTCOM exercises, Key Leader Engagement (KLE), operational assessments, and requirements development, validation, and prioritization.

Requirements

  • Must possess a current US Passport with ability to travel and work overseas.
  • Must be able to meet COMSEC briefing and Local Element management certification requirements available under the OPNAVINST 2201.4, DoD Instruction 8523.01 and Air Force Manual 17-1301.
  • Must be able to complete an in-scope (per current DoD 6-year reinvestigation requirement), favorable, ST5 investigation (to include SBPR, PPR, T5R, or current enrollment in the DoD Continuous Evaluation (CE) / Continuous Vetting (CV) program), adjudicated for SCI eligibility by the DoD Central Adjudication Facility (DoD CAF) without conditions, exceptions, or waivers at the time of performance and must maintain the level of security required for the life of the contract.
  • Must possess a TS/SCI Security Clearance
  • Possess full understanding and experience of planning services at the Combatant Command and/or Component Command levels
  • Possess full understanding and experience of complex interrelationships between Middle Eastern states, religions, and ethnic groups, regional US Embassies, SDO/DATT, and USLO structures
  • Possess full understanding and experience in lead planning on Combatant Command or Component Command level planning efforts at the expert level
  • Strong writing, analytical, and reading skills, as well as the ability to effectively communicate
  • Possess expert level knowledge of the Marine Corps Planning Process (MCPP),
  • Possess expert level knowledge of the application of MCPP in the Joint arena,
  • Possess knowledge of leading Operational Planning Teams (OPT), the Joint Staff Global Force Management Process, and the USMC's capabilities/limitations in CENTCOM planning efforts and operations
  • Ten years' military experience

Responsibilities

  • Provide bilateral operational planning analysis services in support of the Plans and Policy Directorate (G-5)
  • Support the command’s lead planner for USCENTCOM AOR bi-lateral and multi-lateral contingency plans development
  • Participate in USCENTCOM bi-lateral/multilateral planning conferences, conduct MARCENT staff reviews of USCENTCOM planning products, and draft the MARCENT responses to USCENTCOM for approval
  • Ensure that all plans reflect the proper deployment and employment of Marine forces
  • Assist in the development of Component supporting plans to Combatant Command Operation Plans (OPLANs) and Concept Plans (CONPLANs) and ensure that all bi-lateral/multi-lateral planning is integrated with relevant OPLANs/CONPLANs
  • Provide support for contingency planning of joint, bi-lateral, and multi-lateral plans and major OPLANs/CONPLANs. Support includes compartmented plans, attending joint bi-lateral, multilateral and coalition planning conferences and working groups and providing in progress reviews (IPRs) on planning efforts to the MARCENT Commander
  • Develop assessments, briefs, information papers, and automated messages as well as provide guidance and recommendations
  • Assist in the development of strategic, policy, campaign, and posture plans
  • Support the planning, coordination, and management of conferences
  • Support internal MARCENT working groups, attend CENTCOM Battle Rhythm events (e.g. Joint Planning Group, Joint Planning Board, Modeling and Simulation Working Group, etc.), and provide contingency planning support for emergent planning efforts as required
