About The Position

As Scout's Operational Compliance Associate Analyst, you will be responsible for new project registration, regulatory and environmental permitting compliance, and landowner relationships for operational renewable energy projects in the Scout portfolio. You will use the resources at your disposal to effectively navigate the complex power generation regulatory requirements to maintain compliance from the construction phase throughout operations. Leveraging internal and external relationships to bring a project to commercial operations is key to success in this role. Your attention to detail and willingness to simultaneously lead numerous work streams while meeting important deadlines on time and under budget are crucial. Your knowledge of various aspects and requirements of utility scale wind and solar plants and your ability to communicate with cross-functional teams who can help you succeed in the role is a must. The talent to interpret ambiguous requirements and instructions is necessary.

Requirements

  • Bachelor's degree from an accredited college or university.
  • Knowledge of utility scale power regulatory requirements.
  • An understanding of U.S. power markets and transmission system.
  • Knowledge of wind and solar operational dynamics.
  • Experience reporting to government agencies and/or regulatory bodies.
  • Ability to work in a fast-paced working environment that is constantly evolving.
  • Proficiency with all Microsoft Office platforms.
  • Legally authorized to work in the United States.

Responsibilities

  • Develop a program to comply with applicable FERC, NERC, EIA, PUC, and ISO requirements.
  • Lead any Compliance Engagements received from FERC, NERC, Regional Reliability Entities or ISOs and respond effectively.
  • Attend to both recurring and one-off reporting obligations during operations accurately and on time.
  • Work closely with on-site personnel to gather information and report to agencies as required.
  • Follow all protocols to register Scout's renewable energy projects to participate in power generation in various ISOs including CAISO and MISO.
  • Coordinate with various departments within the organization including Project Finance, Development, Accounting, Construction, Interconnection, Legal and Engineering.
  • Project manage post-construction avian monitoring or other environmental surveys with third-party consultants.
  • Report to government agencies such as the USFWS and to upper management.
  • Manage Biodiversity plans specific for each operating site.
  • Initiate and maintain positive relationships with participating landowners and community stakeholders.
  • Manage ongoing landowner payments with the accounting department.
  • Accurately budget for items including Regulatory Compliance, Environmental Efforts, Landowner Payments, and Professional Services.
  • Contribute core area updates to monthly investor operating reports.
  • Engage in process improvement and documentation.
  • Integrate commercially available software or develop internal software tools.
