About The Position

This position will serve as the Oneida County Public Market and Small Food Manufacturing Manager for Cornell Cooperative Extension of Oneida County and will work under the direction and supervision of the Ag Economic Development Issue Leader to assist in the planning of educational programs and activities. This position will be responsible for managing all aspects of the Public Market and Market Readiness Programming and if necessary, will work with appropriate committee(s) to help establish Plan of Work. This position will work with the agricultural community to enhance the economic vitality of agri-businesses in Oneida County and the surrounding region. This position will utilize established resources to support, manage and coordinate educational programming efforts provided to farmers and vendors regarding marketing of products that will increase access to local agricultural markets. This person will provide overall market management and outreach to agriculture producers, new food entrepreneurs, new/beginning farmers and the general public. As the Small Food Manufacturing Manager, you will act as the lead for the CCE Oneida and surrounding areas Knowledge Hub. The Knowledge Hub will provide workshops on bringing value-added food products to market. In addition, the manager will be responsible for providing small-scale testing of safety of food products using equipment available including a PH meter, refractometer, and vacuum gauge.

Requirements

  • Bachelor’s Degree or Associate’s Degree and 2 years transferable program/functional experience.
  • Experience relevant to the role of the position.
  • Valid NYS Driver’s License and the ability to meet travel requirements associated with this position.
  • Ability to work flexible hours, which may include evenings and/or weekends, as appropriate.
  • Proficiency or ability to learn and effectively use software including use of the internet and Microsoft Office applications (Outlook, Word, PowerPoint, Publisher, Excel).

Responsibilities

  • Provide input to support the planning of educational programs to include but not limited to planning the delivery of established educational program goals and planning the structure of delivering educational programs via various methods.
  • Provide input in anticipating or planning for program expenses.
  • Provide program related information to supervisor for the budget development process and assist with allocating budget amounts.
  • Assist supervisor with the planning of Oneida County Public Market (OCPM) fund development activities as appropriate.
  • Provide moderately complex administrative assistance to include, but not limited to, planning for mass media efforts related to the OCPM and assisting supervisor with planning effective strategic marketing efforts, including major public affairs events and functions.
  • Assist supervisor by providing OCPM program related information to the staffing plan development process.
  • Assist with creating linkages between wholesale food buyers and the agricultural community for the purpose of establishing and expanding current markets.
  • Assist supervisor in the writing and development of grant applications to secure funding for ongoing/expanded programming efforts.
  • Solve problems and resolve conflicts that arise in the program utilizing appropriate policies and procedures, as needed.
  • Assist supervisor in ensuring program activities conform with the Association’s Plan of Work.
  • Support the allocation of program resources to accomplish program objectives within the OCPM program.
  • Assist supervisor with the monitoring of OCPM income/expenses to ensure spending is within the program budget constraint.
  • Ensure the OCPM program meets health, safety and other licensing standards and provide quality program experiences.
  • Provide management (including recruitment and selection) and supervision (including guidance, performance feedback and annual performance reviews) to designated staff and provide oversight and guidance to program volunteers in accordance with established policies, procedures and protocol.
  • Provide regular staffing updates to AED Issue Leader and Executive Director as required.
  • Monitor and schedule staff time to ensure program needs are met.
  • Organize and coordinate all program activities related to OCPM and Small Food Manufacturing programming, such as: scheduling of subject-matter specific workshops (including Market Readiness training, GAPs/FSMA, wash water, etc.), and others as defined by funder.
  • Maintain relationships with constituents and the community by utilizing various methods of communication such as writing newsletters, sending emails, updating social media, and creating website postings and content in support of Oneida County Public Market and Small Food Manufacturing programming.
  • Coordinate, compile and organize existing program resources and program materials.
  • Assist in the procurement of grant funds for program development and expansion.
  • Coordinate and support an advisory committee consisting of local producers, agri-businesses, and community members to assist with program implementation and planning.
  • Collect evaluation data and program needs assessments from program participants based on existing evaluation framework and guidelines.
  • Under the direction of the AED Issue Leader, provide moderately complex administrative support to prepare materials for report submission to meet grant/contract funding requirements, including, but not limited to: impact statements and success stories on program progress and accomplishments for funders, advisory committees, Board of Directors and others as requested.
  • Under the direction of the AED Issue Leader, provide moderately complex administrative support to accomplish financial goals within the OCPM & Small Food Manufacturing program to include, but not limited to: preparing materials for grant/contract proposal submission and providing required information needed in the financial documentation to meet the grant/budget requirements.
  • Under the direction of the AED Issue Leader, coordinate and assist with OCPM & Small Food Manufacturing projects and outreach efforts as instructed.
  • Coordinate effective marketing strategies in the promotion of programming efforts to include, but not limited to: print media, news media, social media, and multi-media efforts.
  • Effectively maintain existing professional relationships with other agencies, organizations and businesses that promote effective communication and facilitate continued programming efforts.
  • This position may require the transport of program participants and/or program materials and resources in performing position responsibilities.
  • In cooperation with supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
  • Participate in all required orientation, training, and/or in-service meetings and trainings as scheduled/required.
  • Pursue personal growth through expanding personal knowledge of the total organization and through updating techniques and technical skills relating to the position.
  • Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Cooperative Extension programs and other duties as assigned.
  • Maintain regular and predictable attendance and punctuality.
