The ONE Rights and Accessibility Senior Business Analyst (Operations & Policy Analyst 3) position at the Oregon Department of Human Services focuses on providing strategic planning and collaboration for IT projects related to governance and resource management. The role involves oversight of vendor contracts and budgetary aspects, as well as centralized business analytic support for enterprise-level IT projects.   • Provide collaboration and strategic planning with State, Agency, Program, and other related business and IT organizations regarding governance, priority, and resource management of IT projects.
  • Oversee vendor, contract, and budgetary aspects for some Enterprise IT projects and operations.
  • Design and apply Enterprise-level business analytic and testing service standards and practices.
  • Provide centralized Business Analytic support to Enterprise-level IT projects and enhancements.
  • Conduct centralized Business Analysis and User Acceptance Testing services for the Oregon Eligibility system.
  • Develop a scalable central BA and UAT model for other IT solutions as defined.
  • Collaborate with agency Business Support Units and Business Information Service units to promote best practices and process improvement.
  • A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science, or any degree demonstrating the capacity for the knowledge and skills; and four years of professional-level evaluative, analytical, and planning work.
  • Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
  • Experience with IT systems and procedures related to Oregon DHS programs, eligibilities, and services.
  • Knowledge of Business Analysis Body of Knowledge (BABOK) or other comparable accepted industry standards of Business Analysis.
  • Skilled in communication strategy and planning with the ability to communicate detailed information to a diverse audience.
  • Excellent problem-solving skills and ability to innovate and find creative solutions.
  • Skilled in managing multiple tasks and projects through changing priorities.
  • Knowledge of statistical analysis methods and tools as well as project initiative governance.
