About The Position

The Onboarding Specialist will be responsible for assisting in HR Operations related to qualification reviews, recruitment and onboarding, employment, and other related HR functions. This role involves handling the onboarding of new hires, transfers, civil service processing, data entry, and review of employment documents. The specialist will partner with the Background Investigation Coordinator to ensure all required background checks are completed and may handle HR tasks in the absence of a supervisor. Responsibilities also include contacting candidates to schedule appointments, extending preliminary offers, and sending onboarding documents. The specialist will act as the point of contact between candidates and hiring departments, ensuring all onboarding documents are complete and that all relevant HR practices and policies are followed. Additionally, the role involves maintaining the accuracy and integrity of the HR system of record for employee data and contributing to the maintenance of reports, including the pipeline.

Requirements

  • Bachelor's Degree in Human Resources Management, Labor Relations, Public Relations, Healthcare Administration, or a related discipline; or
  • Associate's Degree in Human Resources Management, Labor Relations, Public Relations, Healthcare Administration, or a related discipline and two (2) years of relevant experience; or
  • High School Diploma or its equivalent and four (4) years of relevant experience.

Nice To Haves

  • SHRM or PHR certification
  • An Associate's Degree in Human Resources or any relevant field from an accredited college or university.
  • At least two (2) years of prior HR experience in a public agency or governmental sector, with at least one year of experience in onboarding and/or background investigations.
  • Working knowledge of PeopleSoft and MS Office.
  • Strong customer service skills and interpersonal skills.
  • Analytical and creative problem-solving skills.
  • Solid time management skills and the ability to work under pressure with tight deadlines.
  • Ability to learn and apply new information.
  • Experience and understanding of civil service administration process.

Responsibilities

  • Handle onboarding of new hires, transfers, civil service processing, data entry, and review of employment documents.
  • Partner with Background Investigation Coordinator to ensure all required background checks are completed.
  • Contact candidates to schedule OHS appointments, extend preliminary offers, and send onboarding documents.
  • Follow-up with potential candidates regarding document submission and field/direct any HR related questions.
  • Act as the point of contact between the candidate and the hiring departments.
  • Review onboarding documents for completeness including I-9, E-Verify, and work/education verification.
  • Review and process employment actions in PeopleSoft and send corresponding notification letters.
  • Ensure tasks are completed accurately and timely; may perform transactional work in the absence of others.
  • Support other HR staff and ensure all relevant HR practices and policies are being followed.
  • Ensure relevant positions are filled via the civil service hiring process and that all civil service regulations are adhered to.
  • Maintain accuracy and integrity of PeopleSoft; ensuring all personnel files are maintained.
  • Ensure all onboarding is done following standard work and policy; including obtaining all relevant clearances as part of background investigation process.
  • Contribute to the maintenance of reports, including the pipeline.
  • Assist with filing of personnel related documents.
  • Perform other related confidential duties as assigned.
