About the position

Under minimal supervision, provides senior expert professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May supervise subordinates or serve as a lead worker providing training to lower-level staff.

Responsibilities

  • Assists Transportation Management Center (TMC) with management of all activities of the statewide Navigator/511 Operations Center in the Office of Traffic Operations, including its main sections of Freeway Operations, Managed Lanes.
  • Works closely with TMC Manager to coordinate and collaborate with the Office of Information Technology (IT), Emergency Operations, the ITS Maintenance section, SigOps, and the HERO unit as required.
  • Assists TMC Manager to coordinate with other traffic incident management stakeholders and partners, such as police, fire, emergency medical services, and towing and recovery, to devise solutions to improve safety and mobility along the interstate system and other regionally significant corridors as needed or as assigned.
  • Manages Ops Floor Contract staff to ensure familiarity and compliance with advances in new technology, software, and standard operating procedures.
  • Organizes and participates in meetings, manages projects, process task orders, handle related tasks and other duties as assigned by the TMC Manager.
  • The Assistant TMC will be responsible for the ATMS project and other special projects.
  • Assists the TMC manager to track expenses, project balances, and software usage for 511 programs across the state to ensure fiscal responsibility and compliance with the budget limitations.
  • Assistant TMC role will be responsible for TMC operations in the absence of the TMC Manager.

Requirements

  • Bachelor's degree in a related field and three (3) years of job-related experience; OR an associate degree in a related field and four (4) years of job-related experience; OR one (1) year of experience at position equivalent.
  • Three years of experience in training, planning, directing, and evaluating the work of staff and appropriately managing a diverse workforce managing tasks and workload.
  • Three years of experience working with and managing consultants.
  • Three years of experience in applying transportation engineering principles, standards, laws, and/or regulations as part of the preconstruction, construction, or operation of transportation projects.
  • Three years of experience evaluating technical specifications, standards, special provisions, construction details material related to civil engineering.
  • Ability to adapt quickly to new information, changing conditions, or unexpected obstacles.
  • Ability to recognize and recommend opportunities to help the Department accomplish its mission.
  • Ability to make sound, well-informed decisions, and identifying, analyzing and providing effective solutions to complex problems.
  • Excellent oral and written communication skills with subordinates, managers, coworkers, local officials, media and the public in a professional and cooperative manner to meet their needs.

Nice-to-haves

  • Possession of a Professional Engineering (PE) license.
  • Four years of experience working in a Traffic Management Center at a State or local level.
  • Four years of experience evaluating technical specifications, standards, special provisions, construction details material related to ITS or traffic signals.
  • Four years of experience with the design, operation, or maintenance of an Intelligent Transportation System.
  • Four years of experience in Intelligent Transportation Systems (ITS) and basic incident management, including, at a minimum, the use of CCTV systems, ramp metering, electronic message signs, vehicle detection systems, dispatching systems, fiber-optic communications, and traveler information systems.
  • Two years of experience with preparing, justifying, and administering a budget for a program or section.
  • Familiarity with the Department of Transportation and its operations, particularly in Traffic Operations.
  • Familiarity with traffic operations policies, manuals, and software, including MUTCD and Georgia Code.
  • Ability to effectively negotiate to find mutually acceptable solutions; to anticipate and meet the needs of customers/employees.
  • Possess strong management skills and experience in managing a medium to large work unit.
  • Ability to present an idea or project in a public meeting format.
