About The Position

Markon is seeking a Construction Manager / Project Manager (CM/PM) to support construction and infrastructure projects across OCONUS locations, including high-risk and dynamic operational environments. This role is responsible for overseeing the full lifecycle of construction projects, ensuring successful execution from planning through completion while maintaining alignment with cost, schedule, scope, and quality requirements.

Requirements

  • Active TS/SCI with a FS polygraph.
  • Bachelor’s degree in any field.
  • A high school, vocational, or trade school diploma plus 5 years of relevant experience may be substituted.
  • 5 years of experience in overseas (OCONUS) construction management.
  • 1 year of experience working OCONUS with local contractors and labor forces (may be cumulative).
  • 6 months of experience in a Government-designated war zone (may be cumulative).
  • Demonstrated experience managing construction projects in austere or high-risk environments.
  • Strong project management, coordination, and leadership skills.
  • Ability to manage multiple priorities and operate effectively in dynamic environments.
  • Strong communication and stakeholder engagement skills.

Nice To Haves

  • Experience supporting federal or DoD construction programs.
  • Experience managing secure facility or infrastructure projects.
  • Familiarity with expeditionary construction techniques and contingency operations.
  • Experience working with multidisciplinary engineering and construction teams.

Responsibilities

  • Provide surge support for projects in OCONUS locations, this may include high-risk environments.
  • Manage multiple construction projects simultaneously, adjusting priorities as needed.
  • Coordinate and oversee third-party construction contractors to ensure projects are delivered on time, within scope, budget, and quality standards.
  • Lead and manage the Integrated Project Team (IPT), including stakeholders across security, logistics, IT, communications, contracts, and facilities.
  • Coordinate construction activities across all disciplines, including architectural, mechanical, electrical, safety, and security systems.
  • Provide weekly project status reports and communicate support requirements to stakeholders.
  • Support construction efforts including site development, concrete construction, power generation and distribution systems, and compound construction.
  • Assist the Government across all project phases, including planning, design, construction, operations & maintenance (O&M), and deactivation.
  • Support development of construction documents, specifications, and Statements of Work (SOWs).
  • Review bids, shop drawings, submittals, and change orders; perform site inspections and quality assurance.
  • Validate contractor work for invoice approval and partial payments.
  • Maintain daily project logs documenting activities, schedule changes, scope changes, and cost impacts.
  • Ensure adherence to SOW requirements, project schedules, and budgets.
  • Conduct site surveys, drawing reviews, and final project acceptance activities.
  • Coordinate with Government stakeholders including management, security, logistics, utilities, transportation, and IT/communications teams.
  • Maintain close communication with customers to ensure project satisfaction through completion.
