About The Position

The State of Connecticut, Department of Labor (DOL), is recruiting an Occupational Safety And Health Manager to work in our Division of Occupational Safety and Health, located in Wethersfield, CT. The Connecticut Department of Labor's Division of Occupational Safety and Health is referred to as CONN-OSHA. CONN-OSHA administers Connecticut's Public Employer Only State Plan and enforces occupational safety and health standards as they apply to all municipal and state employees. As a State Plan state, CONN-OSHA adopts and enforces standards that are at least as effective as the federal requirements. In the Department of Labor, Division of Occupational Safety and Health this class is accountable for coordinating and managing the safety and/or health related technical activities of the division.

Requirements

  • Must be a current State of CT employee of the agency listed above for at least six (6) months of full-time service or full-time equivalent service, absent any applicable collective bargaining language, and meet the Minimum Qualifications as listed on the job opening. You must specify your qualifications on your application.
  • Eight (8) years of experience in the enforcement of occupational safety and/or health laws and regulations.
  • College training in chemistry, occupational safety or health, physics, mechanical engineering or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Masters' degree in safety, engineering, industrial hygiene, public health or a closely related field may be substituted for one (1) additional year of the General Experience.
  • Considerable knowledge of Connecticut and Federal Occupational Safety and Health Acts
  • Considerable knowledge of principles and practices of occupational safety and health
  • Considerable knowledge of industrial processes, materials, properties, operations and procedures pertaining to occupational health
  • Considerable knowledge of safety practices and safety devices in places of employment
  • Knowledge of and ability to apply management principles and practices
  • Knowledge of toxicology
  • Knowledge of medical aspects of occupational safety and health
  • Knowledge of symptoms of occupational disease
  • Considerable interpersonal skills
  • Considerable oral and written communication skills
  • Incumbents in this class may be required to travel.

Nice To Haves

  • Experience with State and Federal Occupational Safety and Health regulations.
  • Experience with planning and coordinating consultation/inspection activities in order to meet production goals as required by Federal OSHA grants.
  • Experience with reviewing consultation/compliance reports for grammar, technical accuracy, documentation of hazards found, and case file is complete.
  • Experience with formal training or speaking to a variety of groups (e.g., unions, industry associations, working groups) to educate them about the CONN-OSHA program, the various services/resources offered, and occupational safety and health topics.
  • Experience with prioritizing and tracking tasks.

Responsibilities

  • Assists in directing staff and operations of the Division of Occupational Safety and Health
  • Assists in coordinating, planning and managing of inspection and consultation programs of division
  • Assists employers and employees in adherence to and understanding of Occupational Safety and Health Act
  • Assigns and reviews work of Occupational Hygienists and safety professionals
  • Reviews reports for compliance with Connecticut Occupational Safety and Health Act
  • Keeps abreast of new developments in occupational safety and health and provides education, training and technical assistance to staff and advises of changes in regulations and programs
  • Assigns and reviews research studies and surveys in connection with inspections
  • Prepares comprehensive reports for Director and confers frequently with Director regarding budgeting, personnel and administration of division
  • Coordinates statistical programs and federal reporting requirements
  • Supervises regulation and licensing of industrial health facilities
  • Reviews physician reports of occupational injuries and illnesses
  • Establishes and maintains liaison with Occupational Health Laboratory and State Health Laboratory regarding sample analysis
  • Prepares correspondence and reports
  • Assists in grant applications
  • Leads the recruitment and hiring of staff, including outreach, interview and selection
  • May make special inspections related to occupational safety or health
  • May assist in preparation of proposed regulations and amendments to CONN-OSHA
  • May testify at hearings and in court and speak to other groups
  • Performs related duties as required.
