About The Position

The Occupational Health, Safety & Risk Manager (OHSRM) reports to the Chief Public Safety Officer and serves in a shared operational capacity supporting both the Catawba Nation Government and its enterprise operations. Approximately eighty percent (80%) of the position’s responsibilities support the Nation’s casino enterprise and related North Carolina business operations, while twenty percent (20%) support Catawba Nation Government and Reservation operations in South Carolina. The OHSRM collaborates closely with Tribal leadership, enterprise management, the Tribal Disaster Preparedness & Emergency Services Director, the Catawba Nation Tribal Police Department, Human Resources, and operational stakeholders to implement coordinated, enterprise-wide occupational health, safety, and risk management strategies. This position is responsible for planning, directing, and managing programs designed to reduce operational risk, prevent workplace injuries, protect Tribal assets, and promote a culture of safety across governmental and enterprise environments. Responsibilities include policy development, hazard assessment, compliance oversight, claims coordination, and workforce training. Through systematic leadership and cross-department collaboration, the OHSRM ensures regulatory compliance, operational continuity, and proactive risk mitigation across all supported operations.

Requirements

Three to five (3 to 5) years of progressively responsible occupational safety or risk management experience is required, including policy development and program implementation.
Working knowledge of OSHA/EPA regulations and the ability to become proficient in Tribal, SCOSHA, fire code, and related regulatory standards is required.
A Bachelor’s degree in Occupational Safety & Health, Risk Management, Industrial Hygiene, Safety Engineering, or a related field is preferred. Equivalent education and professional experience will be considered. Candidates with ten (10) years of practical risk management experience, including at least three (3) years in leadership, may substitute for formal education.
A valid driver’s license and insurability are required.
Must be able to obtain and maintain a valid Catawba Gaming License.

Travel between North Carolina enterprise locations and South Carolina Reservation properties is required.
Standard business hours apply with flexibility for occasional evenings, weekends, or emergency response needs.

Nice To Haves

Tribal safety experience is strongly preferred.
Professional certifications such as CSP, ARM, OSHA General Industry, or FEMA coursework are preferred. Candidates without credentials must pursue certification within one year of hire.

Responsibilities

Safety & Risk Program Management Develop, implement, and manage comprehensive occupational health, safety, and risk management programs to minimize injury, liability, and operational loss. Conduct all-hazard risk assessments, regular safety audits, and establish written safety policies and corrective action programs. Promote a culture of safety through collaboration with Tribal and enterprise leadership. Suspend unsafe work activities posing imminent threats to personnel or Tribal assets.
Hazard Identification & Compliance Conduct inspections of facilities, equipment, and operational practices to identify hazards. Coordinate corrective actions and monitor compliance with Tribal, OSHA/SCOSHA, and regulatory standards. Oversee contractor compliance with Tribal safety requirements.
Incident Investigation & Loss Prevention Investigate workplace incidents, injuries, near-misses, and property damage. Conduct root-cause analysis and implement corrective actions. Analyze trends to develop proactive risk mitigation strategies. Manage documentation and claims coordination through resolution.
Insurance & Claims Administration Support administration of Tribal insurance programs including property, liability, auto, crime, and workers’ compensation coverage. Coordinate with insurance brokers, benefits administration, and legal counsel. Participate in claims reviews and return-to-work initiatives. Recommend liability protections and risk transfer measures.
Training & Workforce Safety Development Develop and deliver occupational health and safety training programs. Support employee safety orientation with Human Resources. Maintain CPR/AED and emergency medical readiness programs. Evaluate training effectiveness and program performance.
Emergency Preparedness Coordination Collaborate with the Tribal Disaster Preparedness & Emergency Services Director on emergency planning. Support drills, exercises, and readiness initiatives. Monitor emergency equipment and medical preparedness. Assist leadership during public health or emergency events.
Fleet & Operational Risk Oversight Administer vehicle safety programs including training, inspections, and incident review. Implement corrective actions to reduce operational risk exposure.
Data Management & Reporting Maintain safety, injury, and claims records. Analyze data trends to inform leadership decision-making. Prepare required regulatory reports, including OSHA submissions.
Coordination & Confidentiality Maintain strict confidentiality in personnel and claims matters. Support cross-functional safety initiatives. Collaborate with HR, legal counsel, and Tribal leadership. Support Tribal Safety Committee operations.
Supervisory Responsibilities The Occupational Health, Safety & Risk Manager provides direct leadership, supervision, and operational oversight of assigned Risk & Safety Management Specialist(s) and related safety personnel. Responsibilities include workforce planning, performance management, training, professional development, and daily operational coordination to ensure effective safety program delivery across Tribal government and enterprise environments. The OHSRM establishes priorities, assigns work, evaluates performance, and ensures accountability for compliance with Tribal, federal, and state safety standards. The manager leads safety initiatives and oversees facility Safety Committees to promote consistent safety practices throughout supported operations. Additional supervisory duties include managing departmental resources, supporting budget oversight, and maintaining operational awareness to guide decision-making. The OHSRM fosters collaboration with Tribal departments, enterprise leadership, and external partners to advance coordinated safety and risk management objectives.
