About The Position

The Occupancy Specialist performs his/her duties and responsibilities under the direction of the Housing Choice Voucher Director and Chief Operating Officer. He/she is responsible for assisting with Occupancy tasks to support the HCV, Project-Based Voucher & Public Housing site-based waiting lists, update applicant information for all Housing Daytona Beach (HDB) applicants, and other assigned housing programs. The Occupancy Specialist is responsible for compliance with HDB policies and HUD regulations, Fair Housing and Reasonable Accommodation and maintain all HDB and HUD documentation and reporting requirements. This role supports the administrative requests of the HCV and Public Housing departments and is responsible for pulling management reports such as Enterprise Income Verification (EIV), PIC, and HUD management reports. The Occupancy Specialist exercises no supervision over other Housing Authority employees. ____________________________________________________________________ ESSENTIAL DUTIES AND RESPONSIBILITIES:

Requirements

High school diploma or GED certificate. Associate’s degree in social service, business administration or management preferred or an equivalent combination of education, training and experience.
Two (2) -three (3) years’ experience in affordable housing, public housing or other housing industry experience with a focus on waitlist management and eligibility determination.
Knowledge of HUD and the Housing Daytona Beach (HDB) rules, regulations, and policies on tenant selection and of required forms and reports.
Knowledge of interviewing techniques and of record maintenance.
Ability to make routine decisions in accordance with administrative rules, regulations, and policies and to explain selection rules and procedures to prospective tenants in an objective and impartial manner.
Ability to establish and maintain effective working relationships with other employees, superiors, and the public.
Skill in the use of computers, office copiers, and other office machines.
Ability to make moderately complex computations with speed and accuracy.
Ability to understand and follow quickly and accurately written and oral instructions.
Ability to meet and deal tactfully and courteously with the public and to establish and maintain effective working relationships with other employees and superiors.
Must possess a valid FL Driver’s License to operate a vehicle from the DBHA pool.
Must be bondable.
Must possess: · Public Housing and/or HCV Specialist Certification · Fair Housing and Reasonable Accommodation Certification · Earned Income Verification (EIV) · PH and/or HCV Rent Calculation Certification or be able to qualify for certification within one (1) year of hire.

Responsibilities

Monitor waiting list for Public Housing, HCV, PBV and any other assigned programs.
Maintain applicant files for inactive or ineligible applicants for the HDB housing programs. Maintains positive resident communications and relations including answering calls and receiving walk-in visitors to office; receives and responds to inquiries (telephones and in-person) from applicants, residents, landlords and community organizations when appropriate. Provides back-up coverage to the front desk receptionist as needed.
Notifies applicants of unit availability and coordinate unit tours with Sr. Property Manager.
Shows vacant units to applicants and provides applicants with information about the apartment, community, amenities, and other information.
Completes eligibility determination for new admissions for all assigned programs.
Notify applicants of determination in writing and explain reason when application is ineligible or denied.
Coordinate informal hearings/grievance process where applicable.
Represents the housing authority during the informal hearing process for ineligible applicants for assigned programs.
Conduct initial briefings for all programs assigned to explain federal program regulations and lease obligations as well as public housing quality standards, and housing assistance policies, rules and regulations.
Coordinates waiting list sampling with appropriate HDB staff.
Performs background checks, credit checks, and other responsibilities to determine if applicants meet eligibility requirements.
Prepares leasing documents using HUD program regulations.
Inspects empty units to ensure they are move-in ready and assess conditions and needed turnaround repairs for move-out.
Assists with recordkeeping, filing, bookkeeping, and paperwork as required.
Attend and participate in meetings as required.
Generates and safeguard monthly reports on waiting list progress for auditing purposes.
