Responsible for the supervision of staff including appraisals, planning and directing work, approving leave, and having the authority for hiring and taking disciplinary action or effectively recommending such actions. This is a supervisory position designed to provide direct supervision and management of assigned WIC unit and employees. The incumbent provides services for the Women Infant Children (WIC) Program in accordance with DHM 15024, and the FL-WiSE User’s Manual. Incumbent is responsible to follow and adhere to all rules, regulations, policies, and procedures of the Florida Department of Health (FLDOH) and the WIC and Nutrition Program. The incumbent in this position will have the authorized “need to know” access to confidential WIC client records, and the FL-WiSE data system. Assignments of Duty Station, hours and days worked may vary based on agency/unit needs. Incumbent will have access to records containing social security numbers in the performance of job duties. The incumbent of the position will work with a diverse population and will deliver services in English/Spanish or English/Creole. Responsible for the oversight and management of operations and direct reports at the Miami-Dade WIC clinic assigned. Works closely with the unit supervisor to ensure the clinic processes and flow meets organizational objectives and goals as it relates to incumbent’s direct reports. Independently supervises and manages queuing software, dashboards, and analyzes unit operational data and indicators as related to direct report functions. Finds and implements creative solutions with unit supervisor approval to process management which include, but are not limited to, making staffing changes, role changes within their clinic, shifting assignments and responsibilities, and other operational changes as needed. Responsible for all supervisory duties including, but not limited to, developing performance plans using SMART objectives, conducting performance appraisals, directing/developing employees, and taking disciplinary action as appropriate with unit supervisor approval. Provides leadership and coaching opportunities to direct reports by motivating, training, providing guidance, and other activities. Meets with staff regularly to discuss performance and complete performance reviews. Communicates with unit supervisor to maintain vacation and work schedules to ensure proper coverage and completes timesheets. Ensures direct reports complete required training and are offered additional training. Provides appropriate nutrition counseling and education to WIC participants. Provides breastfeeding education to pregnant, postpartum and breastfeeding women. Documents findings and recommendations for all clients in the WIC electronic record. Consults healthcare professionals and makes recommendations concerning nutritional findings and needs of clients. Makes appropriate referrals. Develops, documents, evaluates and revises nutrition care plans and/or notes for individual high-risk clients. Makes referrals for appropriate services as needed. Responsible for quality assurance and quality improvement provided by direct reports. Consistently evaluates internal policies and procedures, reviews state and local agency developed reports, monitors, and evaluates specified state and local agency indicators, and reviews records and case studies. Develops corrective action plans when issues are identified and works with the unit supervisor on improvement initiatives. Oversees direct reports unit indicators for compliance and trends. Assesses clients’ nutritional status and determines program eligibility based on income and nutrition guidelines. Assesses client’s breastfeeding status and refers to Breastfeeding Peer Counselors (BFPC) and/or International Board-Certified Lactation Consultant (IBCLC) as deemed necessary. Assists with obtaining heights, weights and completion of CLIA waived hemoglobin tests as directed by the delegated authority. Refers all medically high risk and potentially medically high- risk clients to the Licensed Dietitian/Nutritionist as per DHM 15024. Develops, documents, evaluates and revises nutrition care plans and/or notes for individual high-risk clients. Makes referrals for appropriate services as needed. Follows policies and procedures for collection, entry and management of data as well as the operation of the FLWISE Computer System including but not limited to scanners, pin pads, network printers, and electronic databases i.e., Formula Tracking according to the FLWISE User’s System Manual and DHM 15024. Participates in Outreach activities including but not limited to Health Fairs, FLDOH Events, Community Programs, contacting healthcare professionals, contacting potential WIC clients, attending outreach activities, scheduling and rescheduling client appointments, and other outreach activities as assigned. Ensures accurate completion and timely submission of all administrative records including but not limited to: EARs, timesheets, leave requests, travel, monthly reports, SERVFL, Train Florida, etc. Email communications must be maintained on daily basis. Supervises and manages clinic operations in the absence of a Public Health Nutritionist Supervisor or as delegated. Responsibilities include maintaining daily email and phone communication, managing unit staffing, and any other administrative requirements. Responsible for the organization and management of general education materials, office supplies and displays as approved by the local and state agency. Attends all WIC Program and Florida Health in Miami Dade County meetings and/or other conferences as assigned. Attends and completes all mandatory in-service trainings. Performs all other duties as assigned.
