This position functions as Division Chief for the Healthy Kids Unit, within the Acute Care Administration (ACA). The Maryland Healthy Kids/Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) Program promotes access to and ensures availability of quality health care for Medical Assistance children, teens and young adults less than 21 years of age. This position provides administrative and clinical oversight of the activities of the Unit and provides personnel management of its employees to ensure that appropriate practice-based standards are met and provides performance improvement assessments and targeted interventions to enhance the quality of health services delivered by Medicaid providers to eligible recipients less than 21 years of age. This includes planning, organizing and supervising the work of the Unit; developing, revising and implementing protocols, guidelines and controls for the administration of new or existing recommendations for Medical Assistance Program response to changes in federal and State laws and regulations; and preparing the Unit’s annual budget requests. This position is responsible for the direction, coordination and implementation of Program policy, coverage of benefits and reimbursement for the Healthy Kids Program. This position represents the State, the Department of Health and the Medical Assistance Program in dealing with officials from other states, the federal government, healthcare industry, and in legal proceedings. The primary function of the Healthy Kids / EPSDT Unit is to ensure the professional quality, appropriateness and medical necessity of health services purchased on behalf of Medical Assistance recipients. Standards for the Healthy Kids Program are developed through collaboration with key stakeholders such as the MDH Family Health Administration, the Maryland Chapter of the American Academy of Pediatrics, the University of Maryland Dental School, and the Maryland Department of the Environment. The Maryland Healthy Kids Preventive Health Schedule closely correlates to the American Academy of Pediatrics' periodicity schedule. This position is responsible for overseeing the development and maintenance of procedures to meet this mission.
