About The Position

The Department of Public Health's Tewksbury Hospital is currently hiring for the position of Nurse Manager – Patient Care Unit D2 (Registered Nurse V). The hospital provides a broad treatment of care and comfort to adults with medical and/or mental illnesses. The Nurse Manager is a leadership role which encompasses patient care, personnel, and unit management. The Nurse Manager ensures competent, person-centered nursing care for patients within a performance improvement and quality assurance framework. Directs, guides, and evaluates his/her unit(s) nursing personnel; maintains effective working relationships with multidisciplinary personnel on the unit and delegates his/her authority to ensure effective and efficient unit operations. Coordinates care with the assigned evening and/or night supervisors, communicating issues involving unit and staff for that shift. Ensures 24-hour accountability regarding patient care, personnel, and unit management/operations. Please Note \: This position works 40 hours per week on the Day Shift. Normal hours are 6\:45am to 3\:15pm. Employees in this position will be required to work mandatory overtime.

Requirements

  • Strong knowledge of nursing standards of practice, patient care protocols, and evidence‑based clinical guidelines.
  • Working understanding of federal and state healthcare regulations, including HIPAA, patient rights, safety standards, and accreditation requirements.
  • Ability to assess staff educational needs and coordinate training or development programs.
  • Proficiency in staffing management, scheduling, resource allocation, and cost‑effective use of supplies and equipment.
  • Strong analytical skills to interpret statistical reports (e.g., staffing patterns, overtime, incidents) and recommend appropriate actions.
  • Excellent communication and interpersonal skills to collaborate with interdisciplinary teams, address patient and family concerns, and maintain effective working relationships across departments.
  • Ability to investigate and resolve patient or staff complaints in accordance with facility policy.
  • Applicants must have at least (A) three years of full-time, or equivalent part-time, experience as a registered nurse in a recognized hospital, clinic or medical facility and (B) of which at least two years must have been in a supervisory, administrative, or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.
  • Current and valid registration as a professional nurse under the Massachusetts Board of Registration in Nursing .
  • Recent graduates from an approved school of nursing must have applied for the first available registered nurse examination.

Nice To Haves

  • Minimum of four (4) years of nursing experience of which at least two (2) years must have been in a supervisory, administrative or managerial capacity.

Responsibilities

  • Develops and maintains a therapeutic unit environment in which effective patient-centered care is assured.
  • Responsible for collaborating on the development, implementation, and evaluation of policies and procedures based on standards necessary for the coordination and delivery of patient care.
  • Collaborates with the nurses, Licensed Independent Practitioner (LIP) and other health care professionals in determining and evaluating treatment goals.
  • Evaluates the provision of safe and effective patient care through communication, observation and continuous performance improvement data.
  • Assesses and responds to educational needs of personnel including such things as proper attitude, approach to patients, confidentiality, application of techniques/procedures, proper use of supplies and equipment and etc.; seeks assistance from resources such as Staff Development when needed and refers information to Staff Development in order for needed and helpful programs to be developed.
  • Exercises authority and supervision over all personnel on the unit assessing and evaluating nursing practice via rounds, meetings, conferences, and evaluations to coordinate and maximize delivery of care using available resources and meeting standards.
  • Oversees the nursing care of patients on assigned unit for all shifts by ensuring the development of an individual care plan, by making out nursing assignments, and holding conferences with staff regarding patients' needs, providing instruction and education to ensure continuity of care and compliance with facility standards and regulations.
  • Is responsible for work schedules, making recommendations for overtime when necessary and participating in payroll/personnel procedures to ensure optimum use of available resources.
  • Acts as a cost center manager recommending purchase of equipment and supplies and assuring their cost-effective use.
  • Remains informed of all regulations, standards, laws, mandates which regulate health care facilities and professional staff practice.
  • Evaluates nursing activities on all shifts by chart review, observing care delivery, visiting with, and interviewing patients, visitors, and staff.
  • Counsels’ subordinates regarding performance and need for training; prepares employee performance reviews in order to maintain and improve patient care and services; recommends or initiates disciplinary action when necessary. Confers with the Assistant Director of Nursing.
  • Responds to inquiries appropriately; develops and maintains predictable methods of communication to assure information is appropriately available to all responsible parties.
  • Investigates any/all complaints by patients and others; attempts to resolve such complaints; knows and implements policy regulating investigation and reporting of such; always informs and Assistant Director of Nursing immediately.
  • Oversees and implements the nursing quality assurance program on the unit to ensure quality of care to patients.
  • Analyzes statistical reports such as personnel changes, overtime use, attendance, incidents and accidents etc., in order to recommend reasonable action; meets defined time frames.
  • Serves on various committees of Nursing, Medicine, and the Hospital to provide input and contribute to the development of policy, standards and procedures aimed at ensuring an appropriate and meaningful service to patients.
  • May accepts responsibility for the management and supervision to the Nursing Services Department in the absence of the Assistant Director of Nursing and specifically on weekends and holidays, notifying the Assistant Director of Nursing and Director of Patient Care Services regarding all significant matters and as required by policy.
  • Maintains effective working relationships with all services/departments focused on assuring an integrated, coordinated, and appropriate service to patients.
  • Assures knowledge of all personnel regarding emergency procedures such as Safety, Fire, Disaster etc.
  • Responsible to maintain own knowledge, skill, and ability and to meet all standards governing licensure and professional standards of practice.
  • Assumes responsibility for special projects/duties when requested.
  • Compliance with all applicable state and federal laws including the Health Insurance Portability and Accountability Act (HIPAA) regulations which govern the privacy and confidentiality of information about patients.
  • Performs related duties as required.
