This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. Leads and manages all aspects of Florida’s Breast and Cervical Cancer Early Detection Program. Provides daily direction, leadership, technical assistance to the 18 sites, and supervision to four FTE and one OPS FBCC staff. Serves as lead for the development and management of the Centers for Disease Control and Prevention grant application and submission of semi-annual reports to the CDC. Participates in the development of program specific components of the budget, budget allocation, and amendments, and ongoing budget functions. Responds to headquarter assignments and other requests for information regarding cancer, including legislative assignments, priority assignments, budgetary issues, rulemaking, etc. as assigned. Supervises and provides core clinical expertise, technical assistance and quality improvement guidance on breast and cervical cancer screening, diagnostic examinations, follow-up of clinical findings, service delivery billing approvals, and treatment; as well as ensures that applications to the Mary Brogan Treatment Act through Medicaid comply with the requirements of Florida Statutes and federal grant requirements. Provides nursing and administrative consultation and technical assistance to the FBCC Registered Nursing Consultant, FBCC nurses in county health departments (CHDs), other CHD staff and program implementation partners regarding programmatic issues, and assists in interpreting rules, policies, procedures, and programmatic guidance from evidence-based sources, current industry guidelines, and CDC grant requirements Leads the development, review, and revision of program rules, manuals, policies, and procedures that effect the provision of breast and cervical cancer screening services. Analyzes proposed legislation and rules for impacted women in Florida, health care delivery and the Department and develops proposals for statutory/rule amendments deemed necessary to improve service delivery. Supervises, and participates in program monitoring conducted by FBCC assigned staff/Liaisons and the development and implementation of education and training materials for county health department staff, providers, and others; providing leadership and clinical expertise for the FBCC, including care coordination, monitoring for compliance with program guidelines and requirements; policy development and FBCC quality improvement and preparation of reports. Participates in and supervises the planning, organization, and coordination of meetings and activities of the technical and advisory councils associated with the supervised programs. Participates in the development of initiatives to expand, improve, and coordinate activities and services with the Bureau of Chronic Disease and Prevention, other DOH programs, other state agencies and cancer partners. Represents the department by speaking and providing educational presentations at local, state, and national meetings as appropriate, including attending all program and department related meetings and conferences. Serves as the liaison for the FBCC on ad hoc committees as needed. Serves on local and state task forces, coalitions, networks related projects to further the goals of the program and incorporates these issues into other project areas. Responsible for assisting the Cancer Program Administrator with development of policy decisions and strategic planning activities related to the FBCC. Assists the Program Administrator, on an on-going basis, with evaluation activities related to the Program; coordinates on-going evaluation activities which will include both formative and summative evaluations of each program component and analyzes quantitative and qualitative data to evaluate the effectiveness of the program, as well as continuous review and recommendations for program improvement or refinement. Performs other related duties as assigned or required by program activities
