The Nurse IV- Nursing Quality Administrator works under minimal supervision reporting directly to the Chief Nurse Executive (CNE). The Nursing Quality Administrator is responsible for promoting and maintaining quality individual care in accordance with accepted and approved Nursing standards of practice and regulatory requirements. Performs advanced senior level nursing work with major responsibilities to include program area inspections, compliance surveys, medication management, nurse treatment planning and training oversight, and evaluating the outcomes of the nursing care delivery system and the quality of care in general. The Nursing Quality Administrator is also responsible for administrative practice; performance appraisal as assigned; fostering collegiality; ethical decision making; collaboration with all departments; integrating, educating, and interpreting research and theories; development of guidelines to ensure compliance with regulatory standards; and assisting the CNE in resource utilization. Will develop, interpret, and implement policies and directives of HHSC, state hospital (SH) operating procedures, and local policies. Is an active member of nursing leadership and various hospital committees. Can be assigned to cover duties of CNE and Assistant CNE in their absence as needed. Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

  • Attends work on a regular basis and may be asked to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.
  • Regularly makes rounds to individual program areas performing inspections with a focus on performance improvement initiatives and compliance with state and federal laws, rules and regulations. Performs mock compliance surveys for ongoing survey readiness and preparation. Identifies areas of failure and concerns making recommendations for needed improvements.
  • Evaluates the provision of individual care by review and audits of medical records and person-centered recovery plans to determine accuracy and compliance with laws, rules, and regulations as they relate to delivery of nursing standards of care. Reviews current documentation procedures to ensure they support delivery of care that meets the requirements of regulatory agencies. Reviews data to evaluate effectiveness of policies and procedures.
  • Develops and promotes an environment that reduces risk to individuals and staff through support of the hospital’s safety and risk management plans, infection control programs, and restraint and seclusion reduction strategies. Participates as a member of the hospital Accident Review Board and Risk Management Committees to develop interventions and corrective plans for a safer individual and employee environment.
  • Coordinates nursing medication management processes by ensuring compliance with standards related to storage, administration, medication waste, and investigation of unusual individual symptoms and reactions as they relate to nursing delivery of care. Conducts medication room inspections. Investigates and reports medication variances. Identifies and makes recommendations related to medication management. Acts as liaison working collaboratively with the hospital Pharmacy department.
  • Contributes to the culture of Nursing Services and development of nursing personnel, colleagues and others by sharing current knowledge, clinical information, nursing research through formal and informal methods in order to improve Nursing Services across all shifts. Participates in the development of Nursing Services philosophy, purpose, goals, and objectives.
  • At the designation of the Chief Nurse Executive, oversees the Nursing Peer Review Process and ensures the review process is one of fact-finding, analysis, and study of events by nurses in a climate of collegial problem solving focused on obtaining all relevant information about an event. Facilitates local Peer Review procedures and serves as primary contact for contracted Peer Review entity. Ensures facility maintains an adequate number of trained nurses for participation in Peer Review proceedings.
  • Develops educational activities to improve clinical knowledge, enhance role performance and increase knowledge of professional issues. Identifies and coordinates training needs with the Nurse Educator and ensures that initial and ongoing educational needs are met. Conducts in-services and training to staff individually or in groups as the need arises. Oversees and provides support to nursing management to ensure compliance in hospital training requirements
  • Develops and implements nursing quality assurance programs and evaluates the Nursing Services operations through the analysis of statistical studies and performance evaluation reports. Participates in performance improvement teams, workgroups, and committees. Contributes to the development and implementation of nursing policies and practices
  • Serves as the primary nursing consultant and active participant on Root Cause Analysis (RCA's), Management Initiated Review's (MIR's), and Proactive Risk Assessment (PRA). As training issues are identified, the Nurse Quality Administrator will participate in the development of staff education related to these findings and will provide guidance and training to other staff members, as needed. Monitors and reports on corrective action to nursing and hospital leadership.
  • Supervision and management of assigned staff including, but not limited to, reviewing applications, interviewing candidates, selecting, and hiring potential employees, assigning workload, establishing performance measures, evaluating work performance, providing feedback and guidance utilizing performance conduct management. Assist with oversight and management of nurse staffing schedule and implements mitigation strategies to minimize overtime.
  • Participates in local and statewide workgroups as assigned serving as a resource by providing feedback and assistance in the development of performance improvement initiatives, policy, and procedure development at a local and state level. Networks with peers, advocates, and family members in state/regional/local area to share ideas and conduct mutual problem solving.

  • Knowledge of state and federal laws for individuals with Psychiatric Disorders and/or intellectual disabilities (ICF-IID) and the rules, regulations, policy, and procedures related to State Hospitals: or ability to quickly gain that knowledge.
  • Knowledge of Texas Nurse Practice Act, including the Texas Board of Nursing Rules and Regulations, and the role of nursing peer review in the provision of both professional nursing and vocational nursing.
  • Knowledge of emergency procedures and emergency equipment, i.e., CPR., and ability to assess and care for residents and/or staff members in emergency situations.
  • Knowledge of nursing care standards and Healthcare Guidelines or ability to quickly gain that knowledge.
  • Skill in the care and treatment of individuals and in the use of nursing treatment tools and equipment.
  • Skill in analyzing problems, formulating, and implementing plans of corrections, and successfully leading change as evidenced by positive outcomes.
  • Skills in the use of computer/software and an electronic health record system.
  • Skill in time management and prioritization.
  • Excellent verbal and written communication skills and the ability to present ideas clearly and concisely in both written and oral communications.
  • Ability to appropriately interact with individuals with psychiatric, intellectual/developmental disabilities, with their family members, and with staff members.
  • Ability to work independently and productively with all levels of staff.
  • Must maintain current CPR certification. Must have strength and flexibility to safely perform Cardiopulmonary Resuscitation (CPR).
  • Ability to interpret regulations and communicate them effectively both orally and in writing.
  • Ability to analyze, assimilate, and integrate information in order to make nursing judgments about conditions and the acuity of conditions, to develop plans of care, and to evaluate outcomes of care.

  • Licensed as a Registered Nurse in the state of Texas or in a party state that recognizes reciprocity through the Nurse Licensure Compact.
  • Texas Driver’s License in good standing within parameters of HHS Fleet Policies to drive state vehicles if necessary.
  • Graduation from an accredited nursing program or from an accredited four-year college or university with major coursework in nursing.
  • Four (4) years’ experience working in a setting with other professional disciplines. Experience with computers and/or an electronic medical record.
  • Four (4) years’ experience with a psychiatric population and/or with severe and persistent mental illness.
  • Master’s degree preferred.
  • Five (5) years of experience in direct nursing practice as a practicing registered nurse in a recognized health agency, hospital, health-care facility, and/or clinic setting preferred.
  • Three (3) years’ experience as an administrative nurse with supervisory authority over other nurses preferred.
  • Three (3) years’ experience working as a team lead or nursing manager preferred.
