The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. The primary purpose of the Nursing Eye Care Consultants (NECC) is to assist individuals with maximizing use of their residual vision and to prevent blindness and restore vision by serving as a consultant for the Medical Eye Care Program. The NECC is responsible for planning, scheduling, evaluating, and documenting low vision assessments and making recommendations for low vision aids. In-house training on conducting low vision evaluations is provided. This position provides low vision assessments for individuals referred from DSB Vocational Rehabilitation and Independent Living programs. Assessments are conducted in client homes, workplaces, and other community settings. Therefore, regular travel in a multi-county area served by the DSB Charlotte District Office is required. Staff and consumer education is an important part of this position. The NECC provides individualized consumer/family education on their specific eye diagnosis. Education is also provided to the public through outreach events, to consumers at group trainings and to staff on an individualized or group basis. NECC’s provide reviews of recommendations for medical eye care services to determine if individuals may qualify for financial assistance based on current policies. They determine when specific reviews must be directed to the DSB Consulting Ophthalmologist.
