Department Summary: The Nuclear Weapon Systems and C2 Platforms department has an immediate need for a Project Lead (PL) for the National Nuclear Security Administration (NNSA) project. The NNSA project supports the Department of Energy (DoE) and is a top priority project within MITRE’s National Security Engineering Center (NSEC). This project currently includes 6 staff and is focused on NNSA’s Defense Programs Nuclear Enterprise Assurance (DPNEA) program. This project has the potential to be scoped to support four of NNSA’s missions: Maintaining the Stockpile, Nonproliferation, Counterterrorism and Counterproliferation, and Powering the Nuclear Navy. The PL is responsible for managing and executing the project to achieve sponsor outcomes, identifying opportunities to apply MITRE-wide skills in other critical areas across NNSA, and for partnering across MITRE and with MITRE’s Nuclear Enterprise Mission Division (NEMD) leadership to work shape the project to align with the MITRE Nuclear Enterprise Strategy and NSEC level Nuclear Outcomes to achieve greater enterprise impact.

Requirements

  • Typically requires a minimum of 10 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experience.
  • Bachelor's in Physics, Systems Engineering, Electrical Engineering, Communications Engineering, Computer Science, or related technical field.
  • Demonstrated ability in leadership, technology, system development, enterprise/systems engineering and architecture development of sophisticated systems.
  • Expertise in performing concept development, strategic planning, market research, technology feasibility and evolution studies.
  • Exceptional communications, collaboration, organization, and leadership skills collaboration.
  • Proven ability to develop a trusted advisor relationship with a government sponsor.
  • Proven ability to effectively manage a team of geographically dispersed staff.
  • Proven success in working across organizational boundaries to deliver results.
  • Demonstrated management of technical tasks and large engineering teams.
  • Effective organizational skills and discipline to keep the project well-scoped and the team driven to accomplish specific objectives.
  • Strong analytical and organizational skills.
  • An active Top Secret clearance is required with the ability to obtain additional Department of Energy (DOE) clearances.
  • 2 years of leadership experience.
  • This position has an on-site requirement of 5 days a week on-site
  • Per the U.S. Government’s eligibility requirements, you must be a U.S Citizen to be considered for a security clearance.

Nice To Haves

  • Masters degree in Physics, Systems Engineering, Electrical Engineering, Communications Engineering, Computer Science, or related technical field.
  • Domain knowledge of nuclear weapons, nuclear command and control (NC2), nuclear command, control and communications (NC3), nuclear triad delivery systems/platforms, and other aspects of the U.S. nuclear deterrence capabilities.
  • Expertise in nuclear and/or other kinetic and non-kinetic weapon effects, nuclear weapons and/or weapon systems or micro-reactors.
  • Experience with capabilities trade analysis, risk-based analysis, vulnerability analysis, mission analysis, information assurance, systems integration, and understanding of the relationships between operational, technical, and system’s architectures.
  • Significant experience as a technical or program manager.
  • Ability to quickly respond to changing program and political environments while maintaining strategic focus.

Responsibilities

  • Providing strategic and technical leadership as a trusted advisor to NNSA DPNEA and other DOE/NNSA leadership.
  • Work closely with the MITRE leadership team and other NEMD project leaders to develop the project’s overall strategy.
  • Develop the project work program by developing and defining measurable tasks and project outcomes in alignment with MITRE and NEMD Outcomes, supporting enterprise/corporate level initiatives.
  • Work across MITRE to bring innovative solutions to our Sponsor’s space including leveraging internal R&D efforts.
  • Maintain a high level of technical quality and rigor on the project by leveraging MITRE’ technical quality guidance and conducting in-progress task/analysis reviews, peer reviews, etc.
  • Develop and mature Sponsor relationships through regular sponsor engagements with various levels of NNSA leadership.
  • Coordinate across MITRE and the NEMD to achieve outcomes benefiting NNSA and the enterprise as a whole
  • Manage all levels of project administration including resource management, financial management, project resourcing, meeting coordination, status reports, and facility management.
  • Management of staff supporting the NNSA project including on-boarding, handling and processing of requests for access to Sponsor space and systems as well as clearances and continual feedback to staff’s leadership.
  • Drive the growth of the necessary technical disciplines across MITRE and the NEMD, whether through networking with other MITRE subject matter experts (SMEs), hiring or staff development, that are necessary to successfully execute the work program.
