Specifically, we are looking for a TS/SCI cleared Network Administrator – SME to support this mission in Doha, Qatar . Responsibilities: As a Network Administrator - SME , you will provide technical and management leadership for all equipment and information support functions across the Task Order. Your responsibilities include: Provides strategic technical and management leadership for defining the overarching vision, policies, and operational standards for C2ISR Network Troubleshooting Support across the entire enterprise. Establishes enterprise-level goals and long-range strategic plans for diagnostic capabilities, end-to-end infrastructure testing, and proactive monitoring across all mission-critical C2ISR network environments. Serves as t he principal authority on complex network performance issues, guiding strategic decisions during critical outages and influencing future network designs for enhanced diagnosability and resilience. Directs and controls all network troubleshooting initiatives, holding ultimate responsibility for strategic planning, resource allocation, and process methodologies, ensuring continuous operational effectiveness and communication resilience. Leverages deep domain and expert technical knowledge to conduct comprehensive network operational reviews, develop advanced mitigation strategies for complex network vulnerabilities, and integrate innovative, proactive networking solutions (e.g., AI-driven diagnostics, self-healing network segments). Engages in high-level client negotiations and strategic interfacing with senior management, shaping network policies, resource allocation, and technical standards with critical impact on C2ISR mission effectiveness and global operational continuity. Utilize the following TO Management & Financial Tracking Tools: Task Order portal; Microsoft Power Platform (Power Apps, Power BI, Power Automate); G Invoicing API; ASSIST portal integration; variance analysis dashboards; MS Project; Primavera; GFP management modules; WBS tracking systems; ServiceNow; Jira Service Desk; automated RIP/CTP/TAR workflows; SharePoint libraries; Confluence; Microsoft Search; lessons learned databases; video library repositories; Archer GRC; eMASS internal audit portals; Excel/SharePoint audit templates; CMDB with version control; Power BI with R/Python integration; Tableau; predictive analytics engines; Teams; Azure AD role based access; mobile access via Power Apps. Utilize the following Role Specific Tools: Microsoft Word; Excel; SharePoint; Confluence; ServiceNow; Jira; endpoint monitoring tools; basic wireless Network diagnostic platforms. SolarWinds, packet analyzers, SNMP, and command-line diagnostics, packet capture analysis (e.g., Wireshark) Service Desk ticketing systems (ServiceNow, Remedy); network diagramming software (Visio, Lucidchart ).

Requirements

  • Previous experience as a Network Administrator or similar role supporting a DoD customer at the C CMD leve l
  • Minimum of 12 years’ experience with a BS /BA degree or 10 years’ experience with a MS/MA or 7 years’ experience with a PhD.
  • A current, active DoD security clearance at the TS/SCI level
  • US citizenship
  • DoD 8140 role for WRC: 441; Element: IT; Work Role: Network Operations Specialist; Proficiency Level: Advanced / Ability to obtain

Nice To Haves

  • DoD-approved IA baseline certification for ADP-III/IT-III based on the IAT level and CE/Operating System (OS) certificate within six months of the assignment.
